POSITION DUTIES

This position serves as a Facility Monitor in the Juvenile Justice Monitoring Unit (JJMU) for the Office of the Correctional Ombudsman (OCO). The mission of the JJMU is to promote the positive transformation of the juvenile justice system to meet the needs of Maryland's youth, families, and communities. This mission is accomplished by collaborating with all who are involved with the juvenile justice system.\r

Duties include, but are not limited to:�\r
\r
\r
\r
\r
Monitoring facilities to include the DJS child advocacy grievance process, the DJS internal monitoring and investigatory processes, the treatment of and services to youth, the physical conditions of facilities, and the adequacy of staffing\r
Reviewing relevant laws, policies, procedures and Juvenile Services' records\r
Reviewing and evaluating Child Protective Services complaints initiated in facilities\r
Reviewing reports of disciplinary actions, grievances and grievance dispositions involving youth\r
Reviewing and evaluating incident reports submitted by facilities\r
Maintaining a frequent schedule of visitation of facilities (which may require overnight trips), including weekends and evenings\r
Interviewing facility staff, youth, and others\r
Debriefing with facility administrators at the conclusion of each visit\r
Composing facility visitation reports documenting key findings and recommendations to be shared with the other facility monitors and the director of the JJMU and OCO.\r
Synthesizing data, findings and recommendations into quarterly and annual reports.\r
\r
\r

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. \r
Experience: Six years of administrative staff or professional work. \r
Notes: \r
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. \r
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. \r
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience. \r
