Background of the project:

Humanitarian leadership and protection thought leaders have long-emphasized the need for a an 'in-depth and integrated' protection analysis to provide the foundation for humanitarian response. Over the past two years, the International Rescue Committee (IRC), Danish Refugee Council, and Global Protection Cluster Information and Analysis Working Group (IAWG) made strides towards a common, collaborative approach to protection analysis through the development of a Protection Analytical Framework (PAF) and complementary training resource package. While these PAF resources have filled a gap in the existing resource base, more focused efforts are needed to socialize, embed, and operationalize these tools and support colleagues with their confidence in applying them. Dedicated effort is also needed to ensure products are accessible and customizable to the diverse contributors to protection analysis (including those at the most local level and organization representing marginalized groups), to promote an enabling environment for those closest to protection risks to play a meaningful leadership role in both the production and use of protection analysis results.

Project scope and desired Outputs:

This project will be centered on the field testing of the PAF and its resource package in South Sudan, Nigeria, and Northeast Syria. This will enable the project to invest in deep and sustained engagement with country teams to support skills development, mentoring and confidence building, and learn about successful strategies for global roll-out. Using an assets-based approach to capacity strengthening, in the first year, the Project has mapped existing protection analysis capacity, resources, and processes amongst staff involved in program design and delivery from the selected focal countries to serve as a project baseline and inform subsequent capacity development activities, elaborated with country focal points in a capacity strengthening roadmap.

In the second year, per the developed for each focal country, the project will provide targeted and tailored ongoing technical support to country teams to support growing protection analysis competences and confidence with applying them. Support will include reviewing and adapting their ongoing analysis processes to embed protection analysis, reviewing their information landscapes, data and analysis plans, tools, and other discrete capacity strengthening activities related to conducting and disseminating protection analysis. The implementation of the roadmap will include facilitation of joint inter-country exchanges through the Protection Analysis Community of Practice (CoP) amongst participating focal countries to facilitate shared and continuous learning and foster collaboration as well as avoiding any duplication of effort (such as tool adaptation including translation). The Project also aims to foster exchange between IRC country teams and with representative organisations in focal countries, as relevant, to ensure our analysis taps into the contextual knowledge and expertise of these organisations in understanding unique risks facing particular groups with systemic bases for discrimination, and that our tools and processes are accessible for a diverse range of frontline actors with a meaningful role to play in the analysis process.

Scope of work:

This consultancy will support the implementation of country-specific Protection Analysis Capacity Strengthening Roadmaps to enhance country-level analytical capacities, including delivering trainings, and supporting with facilitation of learning exchanges around identified protection analysis prioritized topics.

1. Implementation of Capacity Strengthening Roadmap

  • Deliver training, coaching and other support requests identified in country Capacity Strengthening Roadmaps. This includes specific activities related to each moment of the analysis workflow (design, acquire, analyze, communicate and use), as indicated in Annex 1, below.

2. Set up of a Community of Practice and Facilitation of Learning Exchanges:

  • Based on prioritized capacity strengthening areas, contribute to the design of and co-facilitate an online Community of Practice (involving key staff from Project Focal countries, and other internal and external stakeholders, as relevant) for exchange of learnings and good practice as related to protection analysis topics. This is planned for 3 remote exchanges from October - March.

Deliverables:

As part of Consultant's support to the Project's capacity strengthening activities, the following deliverables are expected:

  • Successful implementation of country capacity strengthening Roadmaps (and milestones outlined therein) and community of practice learning exchanges.
  • Documentation of key insights and lessons learned in undertaking training and capacity strengthening activity delivery to inform case study compilation.
