The Department of Environment, Health and Safety (EHS) provides comprehensive programs and services to support our world-class researchers, staff, and university community. EHS assists the campus community with compliance and promotes health, safety, and environmental stewardship.

The Director of Environmental Compliance and Hazardous Waste provides leadership in the development and management of comprehensive environmental, health and safety programs and training in collaboration with other university departments in support of the university's teaching and research mission. Environmental programs are critical to long term stewardship of University resources, protection of the environment, minimization of legal liabilities, and maintenance of acceptable community relations.

This position serves as liaison and subject matter expert between Facilities and Campus Services and the Environment, Health and Safety department for air, water, and hazardous materials programs. Participating on specialty committees as they relate to EH&S where appropriate. Interfacing with local and federal regulatory agencies to take appropriate steps to ensure issues are identified and resolved timely in conjunction with university administration to maintain the image of the University. Often involving the handling of sensitive matters.

Tasks include, developing and directing the University compliance program to meet the requirements of the Clean Air and Clean Water Act, Natural Resource laws, and other related laws, including a comprehensive inventory /audit of air emission and water discharge sources for all University facilities. Working effectively with responsible managers/stakeholders/staff to submit applications, to ensure continuous compliance with applicable laws and regulations, and to anticipate potential changes to university operations in order to obtain necessary permitting approvals prior to operational implementation.

The director will manage the Utilities Department environmental compliance program. Primary responsibilities include air emissions permitting, monitoring and reporting; management for SPDES, storm water and wetland permits under the purview of the Utilities Department; and characterization of waste streams, risk assessment of various disposal options, and advising responsible managers of appropriate disposal measures. Developing and maintaining environmental compliance manuals specific to each utility plant operation.

The incumbent will supervise technical staff supporting environmental compliance and hazardous waste disposal programs. This includes the setting of clear goals and annual objectives to ensure the effective and efficient use of resources with little direct supervision.

We require these qualifications:

Must possess a Master's Degree in an environmental fields or equivalent. Bachelor's Degree in and environmental field with a Professional Engineer (PE) license or a Certified Environmental Professional (CEP) would be considered equivalent.

Must have 10+ years demonstrated experience in the management of comprehensive environmental, health and safety programs at a comparable organization.

Must have 3-5 years managing a compliance-oriented organization.

Must be able to effectively communicate with all major constituencies and stakeholders.

Must have demonstrated experience effectively leading a complex organization.

Must be familiar with state and federal regulations affecting higher education.

Must be able to assure fiduciary duties of the office.

Must possess the significant experience/ability to deal effectively with regulators, community officials, community activists, faculty, deans and directors, and facility managers on highly sensitive issues. Proven experience working with regulators, permitting processes, and community relations.

Ability to pass a background check as required by Cornell.

Must have a valid NYS Driver's license and a good driving record.

Demonstrated skill in understanding of cultural differences.

Experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds.
