Main Purpose of Job

This position will support the small procurement process for DGS construction projects and\r
implements the task order contract process for architecture and engineering. The position assists in the planning, organizing, implementing, administrating, interpretation, and application of DGS construction small procurements. DGS is the control agency for state-wide construction, supporting 20 agencies in projects using statewide funds.\r

POSITION DUTIES

Duties for this position include but are not limited\r
to:\r
�Plans, organizes, and implements the small procurement workflow.�Ensures the projects are procured in�order\r
of priority�by ensuring�all steps in the procurement process�are completed.�Verifies\r
that appropriate�� procurement�documentation has been submitted including insurances and\r
bonds.\r
��Creates contracts in FIMIS/Emma and, communicates with vendors to obtain the proper documentation\r
to�execute the contract. Monitors the contract for MBE participation, project\r
supplementals (change orders), and project/ contract closeout.\r
��Evaluates the small procurement operations and recommends changes in order to comply with procurement regulations. Coordinates\r
with the DGS procurement office, and streamlines the process for project\r
managers and vendors to ensure procurements are conducted efficiently and\r
effectively.\r
�Executes task orders for existing on-call A/E\r
contracts. Maintains procurement files documenting the task orders financial\r
information and contract documentation. Creates associated FMIS documentation\r
and State Electronic Procurement documentation.\r
�Maintains procurement files in accordance with regulations\r
and to the satisfaction of internal and external documentation audits. Ensures\r
vendors and project managers have access to accurate and appropriate documentation.\r
\r
��Oversees other administrative functions for the\r
Facilities Engineering Division. Documenting and tracking the State-wide backlog\r
of construction project requests under $5M. Documents and tracks invoices submitted\r
for payment.�\r
\r

MINIMUM QUALIFICATIONS

Education:���Graduation from an accredited high school or possession of a high school equivalency certificate. \r
Experience: Three years of administrative staff or professional work. \r
Notes:\r
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two�years of the required experience.�\r
2. Candidates may substitute the possession of a Bachelor's degree�from a college or university�for the required experience.\r
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required�experience.��\r

DESIRED OR PREFERRED QUALIFICATIONS

possess the following preferred qualification(s). Include clear and\r

• Experience in administrative functions of Small Procurement, eMaryland Marketplace Advantage (eMMA).\r

• FMIS (State accounting/data system) or related software skills.\r

• Knowledge of State Procurement rules and regulations.\r

• Familiar with Minority Business Enterprise Program.\r

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r
