As part of the Maryland State Department of Education, the Division of Rehabilitation Services (DORS) provides services to assist students with disabilities prepare for the work world, vocational rehabilitation services to assist adults with significant disabilities who are seeking to enter or reenter the workforce, and the adjudication of Social Security disability claims for the citizens of Maryland.\r

POSITION DUTIES
This position\r
is responsible for the overall coordination of the Business Enterprise Program (BEP) contract vending program. The BEP contract vending program supplements the\r
income earned by blind vendors through their facility management and provides\r
operating capital for the administration of the BEP program.\r

Position Duties Include:\r
\r
\r
\r
\r
Maintaining effective operation of and growth of the program\r
Keeping up with current trends in the commercial vending business to include innovations in technology, software, and operations/facility set up, and implementation of the program\r
Being compliant with with Division of Rehabilitation Services policies, as well as state and federal laws and regulations\r
Monitoring of vending machine contractor to validate compliance with pricing,\r
reporting, and operation consistent with established contracts as documented\r
through site visit reports and analysis of contractor reports and electronic\r
data\r
Ensuring payments from vendors and to blind vendors are accurate and timely\r
Initiating vending contracts in a timely manner\r
consistent with applicable procurement regulations, to ensure implementation\r
continually, with no gaps in service\r
Conducting purchases in a timely manner\r
consistent with policy and regulation\r
Ensuring equipment purchases, maintenance\r
and repair are accurately tracked\r
Maintaining a BEP equipment inventory database\r
to include new equipment, and ensure tags are distributed to business\r
counselors upon delivery of equipment\r

MINIMUM QUALIFICATIONS
EDUCATION:\r
Master's degree or at least 36 hours of equivalent post-baccalaureate course\r
work from an accredited college or university\r
EXPERIENCE: Five years of\r
administrative, business, or contract management experience\r
\r
\r

additional years of experience as described above and a bachelor's degree from an accredited college or university for the required education.�\r

Work experience in commercial vending operations, including vending stands, snack bars, convenience stores, and/or cafeteria operations, as well as vending machine operations�\r
Work experience in marketing and sales for small businesses�\r
Work experience in contract management and Maryland�procurement law�\r

SPECIAL REQUIREMENTS
Candidates must consent to State Police Investigation (fingerprinting) as a routine procedure for all employees with this Agency.\r
