Responsibilities include:
Coordinating right-of-way issues on all transportation improvement projects managed by FCDOT, as well as those managed by the Virginia Department of Transportation (VDOT) on behalf of FCDOT Serving as FCDOT's primary liaison on right-of-way activities managed by the Fairfax County Department of Public Works and Environmental Services on behalf of FCDOT Supervising FCDOT Senior Right-of-Way Agent, including assigning, monitoring, and approving deliverables; providing technical instruction and coaching, as needed, to ensure accurate and timely completion of assigned deliverables Serving on multi-disciplinary and multi-departmental teams, including planners, engineers, right-of-way agents, and project managers, to resolve real property and personal property issues Participating in citizens' meetings and public hearings, addressing right-of way issues associated with transportation improvement projects Participating in all project-related design field inspections, utility field inspections, and right-of-way field inspections Coordinating appraisal efforts and negotiating with property owners to ensure timely acquisition of land rights for Fairfax County projects; preparing documentation and coordinating with the County Attorney's Office to present expert testimony in condemnation actions in Circuit Court Managing right-of-way professional service contracts, including defining project scope and services required, ensuring quality control, approving deliverables, and providing administrative and financial oversight Assisting division chief in preparing and reviewing right-of-way budgets for all projects assigned Attending other project-related meetings, both in-person and virtual, including occasional evenings and weekends
The position is expected to successfully resolve problems in a team-based environment, balance multiple priorities and tasks to meet established deadlines, and perform duties under limited supervision.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field, plus five years of progressively responsible transportation planning related experience. The years of experience should include at least one year in the specific area of assignment (for e.g., SAS, Modeling, Facilities Maintenance, et al).

PREFERRED QUALIFICATIONS : Education and experience in one or more of the following: real estate, implementing real estate transactions as allowed by Virginia law, eminent domain, real property appraisals, or property title research Possession of a designation awarded through the International Right-of-Way Association (IRWA) or the ability to complete requirements within three years Knowledge of county, state, and federal requirements governing right-of-way acquisitions Ability to understand road and other public improvement design plans, plats, proffers, subdivision, and rezoning plans Experience working with project managers on various road, pedestrian, bike, trail, and other projects Strong leadership, project management, and supervisory skills Excellent oral and written communication skills Demonstrated ability to work independently in a fast-paced collaborative team environment Demonstrated ability to develop and maintain cooperative and effective working relationships with property owners, county officials, staff, and the public Proficiency in basic Microsoft Office Suite applications Experience using computer applications and software, such as CPMS, CPAN, GIS, and LDS-Net

NECESSARY SPECIAL REQUIREMENT:
The appointee to the position will be required to complete a driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS :
Ability to input, access, and retrieve information from a computer. Ability to lift up to 25 lbs. Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. Ability to travel to various locations throughout Fairfax County to provide coverage, attend meetings and trainings. Ability to walk, negotiate or traverse property sites that may be undergoing construction or having terrain that is not level. Ability to work in hot and cold temperatures. Visual acuity to review detailed drawings, plans and documents. Work requires performing tasks in adverse weather conditions. Ability to operate a motor vehicle. Ability to perform field investigations of transportation design projects. All duties performed with or without reasonable accommodations.
