Job Summary

We are seeking a highly skilled and experienced Part-Time Senior District Land Use Specialist to join our team. As a key member of our land use team, you will be responsible for providing technical review and analysis of complex development plans, including traffic impact studies, in assigned counties, towns, and cities.

Key Responsibilities
  • Conduct thorough reviews of land use plans, traffic impact analyses, and subdivision and site plans.
  • Meet with government officials, developers, private sector engineers, and consultants to discuss and resolve issues related to land development.
  • Coordinate with developers, consultant engineers, county staff, and Board of Supervisors to identify needs and recommend modifications to plan submittals.
  • Develop and implement strategies to mitigate traffic impact of land development projects.
  • Collaborate with internal and external stakeholders to ensure effective communication and resolution of land development issues.
Requirements
  • Knowledge of land development plan reviews, traffic impact studies, and associated requirements.
  • Experience applying design standards, specifications, regulations related to roadway design, traffic, safety engineering, and right of way.
  • Ability to negotiate, communicate effectively orally and in writing with technical, administrative, political, and citizen audiences.
  • Knowledge of ITE, AASHTO, and VDOT regulations, policies, and procedures, as well as local planning and land development ordinances and laws.
  • Ability to apply regulations, requirements for geometric design, drainage, traffic, safety, transportation planning, and develop context-sensitive solutions for complex transportation issues.
Preferred Qualifications
  • Experience in traffic engineering, transportation planning, or land development engineering.
  • PE, EIT, or Designated Plan Examiner certification.
  • A combination of training, experience, or education in Engineering or related field.
