The Team
Global Development's Primary Health Care (PHC) strategy was approved in December 2021 and represents an exciting new opportunity to shape PHC-strengthening and PHC innovation grant making at the Bill & Melinda Gates Foundation in the years ahead.

As a team, we aim to accelerate improvement in core PHC health outcomes (e.g., U5 mortality, maternal mortality) by improving access to PHC services and improving the PHC system's ability to meet demand, focusing on opportunities that improve the efficiency and effectiveness of existing resources. We are at an important inflection point in our strategy and we are developing our experience over the last 2 years of the strategy to develop performance data to improve our agenda of spending well and improving impact.

We do this by:

• Supporting PHC foundational reforms

• Innovating PHC service delivery models

• Collaborating with other Global Health funders

• Advocating for policies which supports broader PHC programmatic efforts

The success of this strategy will depend highly on our ability to track the results of our portfolio to ensure we obtain the best impact given our limited budget. Our goal is to demonstrate how operational measures we track "ladder up" to drive improvements in health system performance across the six PHC building blocks (financing, supplies, human resources, facilities, demand and data), and ultimately, lead to the long-term health impacts we seek to achieve by 'spending well' (reductions in U5MR, MMR, and NMR against health spend per capita).

Your Role

As the Senior Program Officer (SPO), PHC stakeholder partnerships, you will be responsible for the development and management of a portfolio of investments (grants and contracts) to improve primary health care through health systems design and strengthening. You will foster exceptional relationships and support to key regional health organizations and global partners to scale PHC best practices and tools to other countries of the region and globally. You will work with government stake holders at ministerial level, and other foundation teams, utilizing excellent communication skills with deep technical knowledge to embrace the PHC strategy and create impact and better utilization of PHC services.

You will provide research and analysis, working across a set of technical areas in coordination with other teams through strategic communications and advocacy. You will contribute to the continued development of the team's strategic vision and develop key partnerships internally and externally, representing the foundation externally as needed and being a trusted colleague and collaborator to partners internally.

This role reports to the Deputy Director, Stakeholder Partnerships in Primary Health Care Team

This role is a full time based in Seattle, WA.

What You'll Do
  • Manage a complex portfolio of grants or contracts.
  • Review letters of inquiry and grant proposals and provide clear, concise, and insightful written analyses and recommendations for funding.
  • Use collaboration, voice, and funding to adapt, scale, and implement PHC best practices globally via global financing partners.
  • Lead and coordinate the support to the ecosystem of technical partner organizations to grow their capacity to provide technical support for PHC systems reform across the African continent and beyond.
  • Consult with grantees and other partners to enhance project impact and ensure grants are meeting strategy goals. This may include site visits, providing operational guidance, and convening meetings of key stakeholders.
  • Develop, manage, resource, and implement a program that aligns with foundation strategy and is operationally integrated with other foundation programs. Contribute to the design of new strategies, collaborations, and implementation plans to ensure long-term sustainability and impact.
  • Represent the foundation to key program-related external constituencies, as appropriate, on committees related to area of expertise and responsibilities of the position.
  • Provide meticulous analysis and thoughtful solutions to complex systems problems for both internal and external audiences.
  • Communicate strategy effectively and make linkages as needed to support the work through key collaborations and partnerships.
  • Manage internal processes and portfolio progress while ensuring appropriate documentation, grant budgeting, and reporting.
  • Support inclusive culture through modeling behaviors and actions.


Your Experience
  • An advanced degree or equivalent demonstrated experience, preferably in public health or another related field.
  • Significant experience working with government and global health organizations is highly preferred.
  • Solid understanding and expertise across relevant technical areas of health systems strengthening, health financing and health management
  • Significant project management experience
  • Strong analytical, writing, and verbal skills for communicating with a broad and diverse audience.
  • Strong understanding of shaping and managing sustainable and scalable ventures.
  • Experience in a role requiring collaboration in a complex organization and working with external organizations.


Other Attributes

The salary range for this role is $166,300 to $249,500 USD. We recognize high-wage market differences in Seattle and Washington D.C., where our offices are located. The range for this role in these locations is $181,200 to $271,800 USD. As a mission-driven organization, we strive to balance competitive pay with our mission. New hires salaries are typically between the range minimum and the salary range midpoint. Actual placement in the range will depend on a candidate's job-related skills, experience, and expertise, as evaluated during the interview process.
