The mission of the Seattle Office of Immigrant and Refugee Affairs (OIRA) is to improve the lives of Seattle's immigrant and refugee families.

The Job
The Program and Policy Specialist manages OIRA's Ready to Work (RTW) Program and other programming related to immigrant integration.

You will work with community, labor, workforce development, education, and employer partners to increase equitable access and better integrate employment and training resources and job opportunities for immigrant and refugee communities.


Your four primary areas of focus will be:
Managing Ready to Work – an English Language Learner (ELL) initiative which addresses the unmet needs in ELL programming, including English for Speakers of Other Languages (ESOL) classes, job readiness and digital literacy training
Working with internal and external to recognize opportunities and build policy and pathways that enhance workforce development pathways
Serving as the liaison to Office of Economic Development, immigrant businesses, and workforce partners

Leading community outreach and engagement to involve diverse internal and external stakeholders in building strong, collaborative relationships that will increase access to living-wage City of Seattle jobs.

Building strong partnerships and collaborations with community-based organizations, funders, policy experts, and thought leaders in education, labor, workforce development, ESOL, and social services sectors
Collaborating with City departments and community members to identify needs and create solutions to support and empower immigrants and refugees
Effectively stewarding City resources to maximize benefit to diverse low-income workers and people seeking to join the workforce
Developing and tracking outcome-based service models

To be effective in this job, you have:
Lived experience or have worked to support immigrants and refugees
Managed program/project development, evaluation, contracts, and administration
Led program and policy development for workforce development or apprenticeships
Facilitated meetings and training both in-person and virtually for a variety of audiences
Used your communication and interpersonal skills to serve as a liaison between your organization and other agencies and stakeholders
Built and sustained collaborative relationships with state and local government, community organizations that work with and support low-wage immigrant workers
Provided policy and strategic advice to senior leaders on issues related to English fluency, language access, digital literacy, and/or workforce development for immigrants and refugees
Used data to inform decision-making and service delivery

The complete salary range is $48,19 – 65.83, but our target salary for this job is $50.92.
