The incumbent is the National Program Manager for VHA legislative activities and is the principal advisor to the Deputy Chief of Staff on legislative and congressional issues.
Providing executive support and leadership for VHA legislative activities and acting on behalf of the DCOS and in consultation with the executive staff and key offices.
DutiesPerforms the following major duties and responsibilities:
Provides executive level support, leadership, and advice to the DCOS, VHACOS, and the USH on health care administration; VHA/VA legislative programs, and organizational and management matters affecting health care programs.
Formulates and implements policies; improves processes to communicate and explain policies; and evaluate the results and outcomes of policy decisions.
Participates in the development of and providing technical assistance for proposed health care legislation; and having knowledge of the status and content of major legislation pending in Congress.
Coordinates briefings and requests for information from Appropriations staff, including review and clearance of informational documents.
Oversees and coordinates VHA legislative hearings, including identification of witnesses, drafting of formal views in testimony, coordinating the development of cost and policy impact statements, preparing witnesses for appearances at hearings, coordinating post-hearing deliverables.
Oversees and coordinates VHA's portfolio of Congressionally Mandated Reports and Congressionally Tracked Reports.
Supervises the administrative and management functions of the Office of Legislative Affairs through direct supervision of Legislative staff members.
Coordinates the analysis, review and clearance of legislative proposals and bill reports.
Work Schedule: Monday - Friday 08-00 am to 4:30 pm
