This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)).

Assist in governing a broad range of quality-of-life programs and services addressing the needs and challenges of service members and their families.Develop policies, and strategies supporting implementation and administration of the budget.Track, analyze, and advise leaders on resource execution.Apply policies, procedures and legislation to develop program goals, objectives, and performance measures in support of service members and their families.Establish and nurture relationships with Comptroller and other OSD/DoD resource stakeholders with vested interests in improving quality of life for service members and their families.Perform full range of budget execution and funds control functions in alignment with the Department of Defense Financial Management Regulation and other established regulations and policies.Monitor execution and perform Quarterly Dormant Account Review.Reconcile Un-Liquidated Obligations.Present and defend proposed and existing quality of life program and budget efforts.Requirements Conditions of EmploymentMale applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.Proof of U.S. Citizenship required.Direct deposit of pay is required.One-year probationary period may be required.Appointment subject to a suitability/fitness determination, as determined by a background investigation.This is a Financial Management Level 3 certified position. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience: One year of specialized experience which includes conducting quality of life (QoL) and family readiness program analysis, applying policies, procedures and/or legislation to develop program objectives, developing budgets for service member and family support programs/services, administrating a budget, such as, formulation, presentation, and execution procedures, and developing policies supporting administration of the budget, contracts and/or strategic plans.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
