Duties:

  • Using budget estimates from REFS program managers, assists in the development of operating year budgets for the Bureau for Food Security and with the review of proposed budgets for compliance with management policies, priorities, and objectives.
  • Reviews and coordinates accounting documents that reflect relatively stable budget execution activities for the Bureau, such as commitments, obligations, pipelines, adjustments, allotments, and distributions.
  • Performs analysis of program budgets, employing techniques such as trend analysis, and program tradeoffs. Analyzes historical data and estimates, as well as current spending records and trends, for a budget for an area of an organization's program.
  • Analyzes financial reports of obligations and expenditures. Identifies differences between proposed changes to operating programs and projected spending for those programs, recommending solutions to address budget shortages and fiscal problems.

Examples of qualifying specialized experience at the next lower level for this position include experience:

GS-11:

(a) Supporting the execution of a budget by providing analysis under the direction of more senior staff.
(b) Maintaining spreadsheets with financial information and providing reports to support decision makers.
(c) Entering and monitoring straightforward transactions in financial and procurement systems such as for small purchases or simple contract actions.

OR

Education:

A Ph.
D.

or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities, to do the work of the position.


OR

Combination of Education and Experience:

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 36) by 18.

Add the two percentages.

GS-12:

(a) Providing advice and recommendations for the execution of a portion of a program budget.
(b) Coordinating with managers or technical staff to ensure budget recommendations reflect programmatic requirements.
(c) Entering and monitoring transactions in financial and procurement systems, such as for contract and grant actions.

GS-13:

(a) Providing advice and recommendations for the execution of a portion of a program budget, including operational planning.
(b) Coordinating with technical staff to ensure budget recommendations reflect programmatic requirements.
(c) Independently entering and monitoring complex transactions in financial and procurement systems


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.-
