Main Purpose of Job

The Maternal and Child Health Bureau (MCHB) sits within the Prevention and Health Promotion Administration (PHPA) at Maryland Department of Health (MDH) and leads multiple public health programs focused on improving perinatal health. Through high-quality care coordination, evidence-based interventions, and a focus on reproductive justice, these programs work to reduce maternal mortality and severe maternal morbidity and to improve the pregnancy, delivery, and postpartum experience of all birthing people in Maryland. The Integrated Maternal Health Services Initiative is a 5-year, Health Resources and Services Administration (HRSA)-funded initiative that aims to consolidate and coordinate the currently disparate components of the existing perinatal care coordination systems into an integrated model that can be used across the state of Maryland to deliver reliable, high-quality, trauma-informed care coordination to pregnant and postpartum birthing people through local health departments.\r

This position will manage the program, conduct policy and programmatic analysis, oversee the grants and procurement processes, conduct literature review and analysis, and prepare presentations. This position will facilitate various workgroups as needed. This position will also support the coordination, research, analysis, review and revision of various work streams and project tasks. The position will help to develop and coordinate opportunities for the Bureau to align its work towards health equity and reproductive justice.�\r

MINIMUM QUALIFICATIONS

Education:� A Bachelor's degree from an accredited college or university.\r
Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.\r

1. Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field�for one year of the required experience.\r
2. Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field�for the required experience. \r

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:\r

A master's degree in public health;\r
Experience in project and performance management, grant development, and administration;\r
Technical expertise in Maternal and Child Health, particularly in improving maternal health and equity;\r
Experience in public health administration and strategic planning; and,\r
Strong attention to detail, ability to take initiative, effective leadership, and be able to work in a fast-paced setting with a diverse team.\r

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r

BENEFITS

\r
\r
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r
