Duties
  • Analyzes and provides advisory services to support the administration of a wide range of organizational procurements, some with new or unusual requirements.
  • Manages contracting for all procurements. Reviews the organization's procurement actions for adequacy, appropriateness, procedural requirements and compliance with agency and appropriate federal procurement regulations.
  • Serves as program manager in the GLAAS and Phoenix systems for all requests which includes scopes of work and appropriate documentation for new activities, funding actions, or modifications.
  • Identifies key policy issues and develops operating policy, procedures, and guidance pertaining to major, complex support services program areas that are interrelated and which require consideration of the impact of changes made.
  • Works closely with the Senior Program Analyst in planning, coordinating, and managing the comprehensive and complex program operations of the Office.
  • Ensures that operating program objectives are met by monitoring budget allocation and execution. Performs in-depth, rigorous analyses of budget requests. Maintains financial databases and other resources to implement the program.

      Qualifications

      ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.       Specialized Experience: GS-11 - You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) Proven knowledge and skill to independently apply analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; b) Proven knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied; c) Proven knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; d) Proven knowledge and skill to independently adapt analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; e) Proven skill to independently conduct detailed analyses of complex functions and work processes; and f) Proven interpersonal skills to independently present staffing recommendations and negotiate solutions to disputed recommendations.

      Education: Ph. D or equivalent doctoral degree of 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

      SELECTIVE PLACEMENT FACTOR: This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The selective placement factor for this position is: Do you have experience working to provide multi-million dollar U.S. Federal funding to large international organizations for use in foreign assistance in low- and middle-income country's health relief programs; and committing those funds through acquisition systems and monitoring them through accounting and accounting reporting systems?

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

      CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
