Job Summary

This position functions as an advanced Human Resource Administrator for the agency, providing direction and guidance to management and staff, ensuring compliance with State Personnel Board Rules and Regulations, State and Federal Laws, and policies of the agency.

Key Responsibilities
  • Assist employees and managers with questions regarding federal and state employment laws, SPB Rules, and OSE/ISC Rules and Regulations.
  • Coordinate recruitment paperwork, post jobs, and certify lists in coordination with SPO guidelines.
  • Review and audit hire packets, evaluate hourly rates, and ensure compliance with the OSE/ISC Pay Policy and SPO Salary Pay Schedule.
  • Coordinate classification reviews, organizational changes, and pay differentials, as requested.
  • Process Family Medical Leave (FMLA), Annual Leave Donations, Disability, Paid Parental Leave, and Leave Without Pay requests.
  • Administer and process payroll actions, assist employees with payroll and benefit questions, and ensure compliance with the State's systems and mandates.
  • Prepare and update new hire logs/checklists, conduct New Employee Orientation and Training, and meet with employees and managers regarding workplace issues.
Requirements
  • Bachelor's Degree in any field and one (1) year of experience in human resource operations, recruitment, selection, payroll, compensation, and benefits administration, labor relations, investigations, HR-related training experience, and/or occupational analysis.
  • Ability to multi-task, display a high attention to detail, communicate effectively verbally and written, provide excellent customer service, and work well with others.
  • Experience using SHARE/Human Capital Management (HCM) modules, Microsoft Office (Excel, PowerPoint, Word), and ability to interpret and explain State Personnel Board (SPB) Rules and Regulations, Department of Finance Administration (DFA), State and Federal employment acts and laws.
Working Conditions

Work is performed in an office setting with extensive computer and telephone usage, including working with faxes, copiers, and printers. Extensive interaction with the manager, supervisor, and agency staff by phone, email, and in person. There are extended periods of sitting, and work is stressful at times to meet deadlines. May also lift up to 20 pounds. Occasional travel is required to visit district offices.
