Position Overview:Freddie Mac's Resiliency strategy is to protect corporate assets from significant business interruptions by optimizing risk management and building operational resiliency. The Operations Resiliency Team has responsibility for the overall execution strategy, scope and plan for enterprise-wide Resiliency Testing, including: Business Continuity and Disaster Recovery Regulatory, Corporate Scorecard and Audit related initiatives. This Technology Resiliency position resides within the Service Delivery & Operations organization. We are seeking a Technology Resiliency Manager to lead, handle and optimize the enterprise resiliency posture for Freddie Mac. The key objective is to validate IT systems resilience and recovery through planned failover exercises throughout the year. This role requires strong leadership and communication skills to effectively collaborate with infrastructure, engineering and application teams during the resiliency testing life cycle (prep, execution, closure and optimization) activities.
The appropriate candidate will be part of a team that is responsible for disaster recovery and operational resiliency support. The candidate should have strong familiarity with principles in risk, crisis, resilience and/or emergency management. Strong analytical and problem-solving skills, working on sophisticated and time-critical issues while demonstrating creative thinking and solutioning. Demonstrated ability to collect, organize and aggregate information for executive-level reporting. Exceptional attention to detail with the ability to quickly synthesize unstructured and narrative information. Work effectively in a fast-paced environment by prioritizing and balancing competing, time-urgent demands and geographies. Strong written and verbal communication. This role is multi-functional, and you will support all aspects of firm services (15+ functions, geographically dispersed globally) to mature the firm's ability to prepare for, mitigate and respond to operational disruptions. In this position, you will shape and implement the strategy set by the Director of Operational Resilience in collaboration with key firm functions. You will learn about, and have exposure to, the entire spectrum of functions (and their leadership) across the globe that enable firm operations. You will work with each one to enhance their ability to successfully navigate potential operational disruptions.
Individuals must have the ability to understand complex business processes, be familiar with complex IT and Information Security technical controls and be able to assess the implications of both current and emerging threats to Freddie Mac's operational resilience.
This position is located in our McLean Virginia or Dallas, Texas office and will require flexibility for a mixture of weekday and weekend work hours with comp days provided.

Your Impact:In this role, you will be an integral part of the GOC Operations team and will be expected to perform in the following areas:
Operations and Technology- Lead Enterprise Technology Resiliency operating framework, standards and model
- Create Migration and Validation Playbooks, report and validate Results of Tests Performed
- Plan, schedule and coordinate the enterprise-wide Tech Resiliency failover exercises based on annual schedule
- Coordinate the execution and completion of all Tech Resiliency exercise activities
- Produce exercise reporting results, including tracking of open issues to resolution
- Serve as the key Tech Resiliency liaison to all application teams for test coordination
- Manage and enforce the enterprise resiliency policy as it relates to application test requirements for Critically Important, Foundational and Business Critical applications
- Use of and assist in the continuous improvement of the enterprise Business Continuity/ Tech Resiliency Tool: Fusion Framework
- Work with various IT teams (Organizational Change, Network Security, Infra, Engineering) to ensure that applications maintain a state of Tech Resiliency readiness
- Assist the Tech Resiliency Director and Senior Tech Lead in reporting on the status of the Tech Resiliency planned/unannounced/unplanned execution metrics, including annual reporting and audit report responses
- Assist with audit compliance activities in a timely fashion
- Establish and maintain the overall plans for driving all tech resiliency procedures and understand their interdependencies
- Provide automated solutions and ideas to remediate/resolve the issues related to Resiliency
- Establish and maintain detailed tech resiliency communications and command and control plans through an organizational change process
- Ensure tech resiliency recovery solutions are adequate, in place, maintained and tested as part of the regular operational life cycle
- Develop and understand all testing necessary for a successful failover execution
- Provide ongoing feedback for risk management, mitigation and prevention
- Drive the maturity of the current state of resiliency capability

- 5+ years of relevant experience leading hard-working individuals in an operations capacity
- Experience working with and managing project planning, project management and operational efficiencies
- Strong conceptual skills: ability to report findings and guidance to leadership
- Experience facilitating meetings with various collaborators, third-party representatives, and leadership
- Ability to perform and lead under full workloads and meet critical goals
- Ability to re-assess priorities in an evolving environment
- Establish and update standard operating procedures and DR controls as required
- Ensure alignment and compliance to disaster recovery controls and standards
- Present reports defining resiliency progress, opportunities, and roadmap
- Provide technical direction and support to project team; coordinate on current and upcoming tasks to ensure schedule and budget are maintained
- Hands on experience with Agile practices and Atlassian tool suite of tools like JIRA, Confluence
- Experience with data analysis and visualization with strong analytical skills
- Familiarity with Cloud technologies
- Financial Services and/or mortgage industry experience including the implementation of policy, standards & governance
- Good understanding of application architectures, deployment topologies and cloud based operating models
- Minimum 5 years' experience in build resiliency playbooks, developing test scenarios, capturing results for assessment, align objectives from business to IT's capabilities and there by assess the feasibility, drive requirements to help improve IT's architecture / capabilities
- Minimum 3 years of Third-Party testing, Resiliency, Assessment and Execution of related Tech Resiliency exercising
- Experience with Service Now, Jira, Confluence, Tableau
- Experience with Microsoft Office Suite (Outlook, Excel, PowerPoint, Teams)
- Comfortable working independently and effectively with continuous change
- Demonstrated eye for business, problem solving skills, intellectual maturity, and relationship management skills
- Coordinate with our Enterprise Operations, Security Governance and Risk team to ensure compliance with the enterprise policy, as well as with industry and regulatory standards
- Provide leadership and coordination to Technology Resiliency & Disaster Recovery standard processes and demonstrate ability to measure risk
- Establish technology classes and define the RTO and RPO for each exercise
- Build efficient and scalable templates, systems, run books, and program metrics
- Lead risk assessments for IT, tabletops and facilitate disaster recovery exercises
- Produce monthly, quarterly and yearly reports on Technical Resiliency Recovery program activities and actions
- Understanding of Cloud infrastructure, database, and application development and design
- Experience in disaster recovery, modern application design / architecture and/or risk management field
