Position's General Duties and Tasks:
In the role of Program Manager you will lead the management, direction, administration, quality assurance and leadership of the program. You will define program level resource plans and effectively on-board resources to the program. You will perform cost modeling, program cost forecasting, and variance management with both NTT and client leadership. As the Program Manager you will also serve as the single point of contact, and will be the authorized interface, to the government client's Contracts Officer (CO), Contracts Officer Representative (COR) and the Technical Point of Contact (TPOC). As part of your duties you will be available to plan, direct, communicate, and control the overall management and operational functions during normal hours of operating and during periods of no-notice emergencies. Responsibilities will include:
- Program Management: Oversee and manage the overall program scope, timeline, and budget. Ensure all the team delivers all projects within the program on time, within scope, and within budget.
- Software Development: Lead and manage software development projects within the program to ensure that the team delivers high-quality software solutions that meet the client's business needs.
- Stakeholder Management: Act as the key liaison between stakeholders and the project teams, facilitating regular communications and managing expectations.
- Risk Management: Identify potential risks and issues within the program and develop mitigation strategies.
- Performance Monitoring: Track and monitor the performance of the program, providing regular updates to senior management.
- Contract Management: Manage the contract, ensuring compliance with all contractual requirements.
- Profitability Enhancement: Utilize your expertise in FFP contracts to optimize program profitability. This includes identifying opportunities for cost savings, improving operational efficiency, and implementing innovative strategies to maximize profit margins.
- Program Improvement: Take charge of FFP programs that are not realizing their full profit potential and steer them towards greater success. This includes analyzing program performance, identifying areas for improvement, and implementing necessary changes to enhance profitability.
Basic Qualifications:
- Bachelor's degree in Computer Science, Business, Management, or a related field or equivalent combination of education and work experience.
- Minimum 15 years of experience as a Program Manager/Project Manager or similar role in an Information Technology environment.
- Minimum 5 years of experience managing a software development environment.
- Minimum 5 years of experience with FFP contracts, including, compliance, management, and program improvement (increased profitability).
- Minimum 5 years of experience leading/managing a work force of over 50 personnel.
- Ability to obtain a Secret clearance prior to start.
- Possess a project management certification such as Project Management Professional, Agile Certified Practitioner or equivalent certification.
Preferred Qualifications:
- Experience in various program management frameworks, tailoring approaches, implementing essential activities, reviewing work products for correctness and compliance with industry 'best practices', and DoD and Army standards
- Excellent leadership, communication, and stakeholder management skills.
- Strong analytical and problem-solving skills.
- Experience in achieving excellent quality assurance goals
- Excellent written and verbal communication skills presenting material to senior executive personnel
- Ability to organize, direct, and manage operation support functions involving multiple complex and inter - related projects and / or tasks.
- Experience managing IT contract personnel at multiple technical domains and locations.
- Experience maintaining and managing client relationships at high senior levels.
- Experience ensuring conformance with program task schedules, deliverables, and cost.
- Experience with public, private and/or hybrid cloud environments.
- A Master's degree or MBA is preferred.
