POSITION DUTIES

Emergency and Disaster\r
response and recovery operations as needed and/or assigned by Department\r
Secretary, Directors, or Operations Personnel: Employee\r
will be expected to staff the SEOC upon activation for consequence management activities.\r
Employee may be called to duty at any time, day or night, and is expected to\r
report to the SEOC or assigned duty location within two (2) hours of\r
notification. Employee will attend training and retain competencies to be\r
appropriately prepared for SEOC staffing needs including understanding and\r
mastery of all five components of the National Incident Management System\r
(NIMS) and the Maryland Emergency Management System (MEMS). Employee will\r
support SEOC activities, which may involve extended work hours, as well as\r
extraordinary stress levels, given that a disaster event would occur requiring\r
SEOC activation.� Employee will be expected to perform command and\r
supervisory functions for incident management needs with competence and\r
reliability under NIMS and MEMS. Employee is expected to support ongoing\r
recovery operations as it relates to their specific Branch\r
roles/responsibilities. Employee may be required to report to an alternate\r
location to perform SEOC duties in support of MEMS stakeholders or in the event\r
of a Continuity of Operations Program (COOP) Plan activation.\r

the Training & Exercise Unit of the Preparedness �Branch and is responsible for identifying\r
capabilities, operational activities, and/or plans, policies, and procedures to\r

Reports (AAR) and Improvement Plans (IPs): This position is\r
responsible for developing and/or overseeing the development of After-Action\r
Reports (AARs) and Improvement Plans (IPs) for all incidents, events and\r
exercises that detail identified areas for improvement, best practices, capability\r
gaps and associated corrective actions.\r

Develop and Implement a\r
System for the Prioritization and Tracking of Corrective Actions: This\r
position is responsible for developing and implementing a sustainable system\r
for the cataloging, prioritization and tracking to completion of all corrective\r
actions from department AARs and external AARs with tasks assigned to the\r
department.\r

Develop and Maintain the\r
State of Maryland Integrated Preparedness Plan\r
(IPP) and Associated\r
Products: This position is responsible for the development and maintenance\r
of the State of Maryland's triennial Integrated Preparedness Plan (IPP) and any\r
necessary supporting/supplementary products ensuring that ensuring that gaps\r
identified in After-Action Reports from real-world events and exercises, the\r
State THIRA/SPR and data from external sources and stakeholders are\r
incorporated into the development of the plan.\r

Serve on the design team\r
and support the development of discussion-based and operations-based exercises\r
in coordination with the State Exercise Program: This\r
position will serve on the design team of exercises developed by the State\r
Exercise Program primarily as the lead evaluator or in a consultation role to\r
the appointed lead evaluator to ensure sound exercise evaluation practices are\r
incorporated into planning from the conceptualization of exercise objectives\r
through the completion of the AAR. In some instances, this position may serve\r
as the design lead of an exercise, responsible for the\r
development, planning,\r
facilitation/control of exercises of all types under the guidance of the State\r
Exercise Officer.\r

Support the development\r
of data-driven reports on T&E Unit program activity: This\r
position will support the T&E Unit Supervisor in capturing Unit activity\r
data through the collection and analysis of program relevant activity and the\r
analysis/ display of this data in charts, graphs and reports. This data will be\r
utilized to make ongoing program adjustments.\r

Form and sustain a cadre\r
of trained and competent evaluators for use during the evaluation of real-world\r
events and exercises: This position is responsible for forming and sustaining a\r
cadre of trained and competent evaluators for use during the evaluation of real-world\r
events and exercises of all types. This position will provide/ recommend\r
training for evaluators and continuously ensure proficiency across cadre\r
conducted work/ developed\r
products. All\r
administrative tasks related to the sustainment of this cadre and its associated\r

Support the delivery of\r
emergency management and professional development training courses:\r
Support the State Training Officer and other MDEM training elements in the\r
delivery of emergency management and professional development training courses\r
in Maryland. Support may include instructing courses related to area of\r
expertise and/or courses for which appropriate instructor training will be\r

assistance: This position provides technical assistance and support to\r
State departments/agencies, regional organizations, and local jurisdictions on\r
the development and sustainment of continuous improvement programs, HSEEP\r
doctrine consistent exercise/real-world event evaluation and AAR development,\r
and other topics related to the daily duties of the position.\r

Support the completion\r
of the State's Threat and Hazard Identification & Risk Assessment/\r
Stakeholder Preparedness Review (THIRA/SPR): This position will\r
support the MDEM Planning and Assessment Unit in the development and\r

products are incorporated into the schedule of T&E activities in\r

MINIMUM QUALIFICATIONS

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r
