The San Manuel Band of Mission Indians (SMBMI) is a self-governing nation, and as such has established tribal-managed governmental units to enhance, and support services on the San Manuel reservation. The San Manuel Tribal Gaming Commission (Gaming Commission) is the governmental unit that was created by tribal ordinance as the primary regulator of gaming within the SMBMI's jurisdiction, including the San Manuel Casino (SMC). The Gaming Commission, which includes the Investigations team, is responsible for maintaining legal and regulatory compliance, ensuring a high level of integrity, preventing fraud, waste and abuse; and safeguarding SMBMI and SMC assets, team members and patrons.The Investigations team is critical to the enterprise and its efforts to identify and mitigate risks inherent to the business. Under the supervision of the Investigation Director, the Senior Investigator carries out the tactical and strategic objectives established in support of the Gaming Commission and its responsibility to protect the gaming operation and its assets; and ensuring a high standard of integrity and honesty in all areas of the operation. In doing so, the Senior Investigator accurately and confidentially conducts investigations that are multifaceted and involve complex facts and circumstances. These investigations may include crimes and/or violations against property, misconduct by team members as well as other areas as designated by internal and external stakeholders.This position requires a demonstrated knowledge of the investigative process including but not limited to interviewing, analysis of records, evidence handling, investigative techniques, testifying and report writing. In addition, the Senior Investigator serves as a liaison to law enforcement.

Essential Duties & Responsibilities

1. Conducts objective, fair, thorough, unbiased and timely investigations into allegations of fraud, waste or abuse involving property, misconduct by team members, and/or other areas as deemed necessary. The above may include investigations involving whistleblower allegations, criminal activity by team members or patrons, violations of casino internal controls and/or policies and procedures, workplace violence, and use of force, among others.

2. Independently develops and implements an investigative plan that comprises an acute understanding of the allegation(s) at issue as well as the jurisdiction involved and/or impacted by the allegation(s).

3. Prepares for, coordinates and conducts witness interviews to obtain relevant evidence and information.

4. Extracts, reads, and interprets data obtained from systems and databases maintained as part of the gaming operation and/or gaming facility.

5. Reviews and researches evidence/documents (including video and witness interviews) obtained to analyze and assess the overall fact pattern of said evidence against the allegation(s). The above includes examining and evaluating evidence/documents (including video and witness interviews) obtained for conflicting interpretations and issue resolution.

6. Synthesizes all of the evidence/documents obtained into a logical, concise and accurate investigative report that includes the proper citation of the supporting documentation.

7. Manages and prioritizes a varied investigative caseload effectively and efficiently to achieve positive results. Obtains a working proficiency and understanding of Casino operations, Minimum Internal Control Standards (MICS), Tribal Internal Control Standards (TICS), and Gaming Commission regulations. Operates within the applicable laws, regulations and standard operating procedures governing the investigations undertaken by the Investigations team. Ability to be on-call and respond after normal business hours, if requested.

8. Provides testimony in Tribal Court, Commission hearings and other judicial proceedings related to an investigation on behalf of the Gaming Commission. Also serves as subject matter expert on special investigations/investigative projects, as they arise.

9. Assists law enforcement and prosecutorial agencies from the Local, State, and Federal levels to protect the gaming operation and Tribal assets. Coordinates, assists and meets with casino leadership and the Department of Public Safety, as necessary.

10. Performs other duties as assigned to support the efficient operation of the department.

Education/Experience/QualificationsAssociate's degree in a related field required.

Bachelor's degree in a related field with an emphasis in Accounting, Administration of Justice, Business Administration, Public Administration or Security Management preferred.
Minimum of six (6) years experience in state or federal law enforcement and/or other surveillance or investigation experience required.
Minimum of three (3) years' experience conducting complex financial investigations preferred.
Minimum of two (2) years' experience in a lead capacity preferred.
Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.
Investigation of money laundering, corruption and embezzlement preferred.
Certification in a related field such as CFE, CAMS, CFI is preferred.
Knowledge and experience with use of force and/or firearms preferred.
Strong knowledge of federal and state laws, evidence handling, testimony and investigative techniques preferred.
Honest and ethical with high levels of integrity and confidentiality.
Strong interpersonal and communication skills including the ability to interact with Casino Management, the Legal Department and law enforcement.
Excellent case management and written communication skills are required.
Excellent computer skills and proficiency in MS Office Suite, including Word, Excel, and PowerPoint required.
Certificates/Licenses/Registrations At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
A qualified candidate/employee must have a valid driver's license with an acceptable driving record as determined by the company's insurance carrier.
Professional certifications such as Certified Public Accountant (CPA), Certified Anti-Money Laundering Specialist (CAMS), Certified Fraud Examiner (CFE), Certified Fraud Specialist (CFS), Private Investigator (PI) is preferred.
