Position Description

Work closely with Housing and Fire Inspection staff supporting renters in housing issues, including finding resources for renters in tough situations and helping to coordinate between renters, property owners, staff, and other partners in complex situations, and also will work with renters to increase their awareness and understanding of the work of Housing Inspection Services and Fire Inspection Services.

Job Duties and Responsibilities
  • Build collaborative relationships with community-based organizations, renter advocacy organizations and property owners to support increased compliance with habitability standards and protection of renters.
  • Provides educational awareness and understanding relative to the importance of fire & life safety inspections.
  • Work with managers to respond to and follow up on no/low heat complaints.
  • Participate in community meetings pertaining to the program and serve as a representative of Regulatory Services - Housing Renter/Landlord Collaborator/Navigator at community events.
  • Coordinate Regulatory Services involvement in Renter Remedies Actions, as needed.
  • Work with Community Engagement staff to develop and implement cultural sensitivity programs, trainings to expand awareness of renter issues and concerns and initiatives for HIS and FIS staff.
  • Work with rental property owners/managers struggling to meet minimum code compliance standards by developing improvement plans.
  • Act as a mediator between rental property owners/managers, inspections staff, and renters to gain compliance with rental property codes when barriers exist.
  • Investigate/intervene in properties and/or owners where high eviction rates are prevalent and coordinate a proactive inspections approach.
  • Act as a liaison between Regulatory Services and Housing First Providers - exploring ways to bridge compliance issues with the need for supportive housing services.
  • Work with Community Engagement staff to coordinate translation assistance for inspectors.
  • Work with Community Engagement staff to lead educational and outreach efforts to support greater understanding between renters, Regulatory Services and property owners/managers.
  • Work with HIS and FIS and renter organizations to develop creative approaches to enforcing rental property codes with "people-centered" methods and procedures.
  • Provide ongoing communication and provide information to property owners/managers, renters and members of the community when questions or concerns about the program arise.
  • Explore retaliation complaints and other issues that prevent renters from logging housing complaints.
  • Participate in legal proceedings

Required Qualifications

Minimum Education
Associate's Degree in Building Inspection Technology, Fire Protection, Urban Studies, Social Work, Counseling, or related field.

Minimum Experience
Three years of related experience which included assisting people to understand and deal with legal issues.
Fluency in one or more languages spoken by the City's community populations such as Spanish is required.

Equivalency
An equivalent combination of education and highly related experience in a similar environment may be considered.

Licenses/Certifications

  • ICC Housing and Property Maintenance Inspector Certification, or Minnesota State Fire Certification for Fire Inspector I or equivalent within one year of hire.
  • Valid State drivers license

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Drug and Alcohol Testing
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Language Assessment
After a conditional job offer, candidates will be required to pass a language assessment.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire three months after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
