The Jeffco Human Resources Department is comprised of Talent Acquisition, HR Programs, Employee Relations, Employee Records, Total Rewards and Benefits, Employee Assistance Programming, and Leave Management. SUMMARY: Responsible for developing and implementing policies, monitoring compliance, and ensuring adherence to federal, state, and local EEO and ADA regulations. Manage complaint investigations from both employees and candidates. Conduct regular audits and provide training to promote awareness and understanding of diversity, equity, inclusion, and accessibility. Collaborate with internal and external stakeholders to integrate best practices and foster partnerships to support the organization's commitment to equal opportunity and accessibility.


ESSENTIAL DUTIES AND RESPONSIBILITIES


  • Ensure district compliance with state and federal laws guaranteeing non-discrimination in employment.
  • Process requests for accommodations under the Americans with Disabilities Act.
  • Receive, evaluate, and advise regarding complaints alleging discrimination against employees and applicants based on membership in a protected class. Ensure fair and thorough handling of complaints and grievances. Develop and implement corrective actions as necessary.
  • Serve as a subject matter expert on EEO and ADA issues, providing guidance to HR, management, and employees.
  • Build proactive programs to combat negative patterns/trends, partnering with risk management as appropriate to improve systems and evaluate claims.
  • Research and analyze federal, state, and local rules and regulations, and make suggested revisions to processes, procedures, and policies.
  • Train school and central office staff on legal obligations regarding non-discrimination in employment, including on the basis of disability, race, creed, color, national origin, sex, sexual orientation, gender expression, gender identity, pregnancy, marital status, religion, ancestry, age, or any other applicable status protected by federal, state, or local laws prohibiting discrimination. Train managers on their obligations under the Americans with Disabilities Act.
  • Collaborate with various departments to integrate EEO and ADA best practices into organizational processes.
  • Prepare, or assist other staff in preparing, legally and administratively sound and comprehensive investigative reports.
  • Consult regularly with partnered team members regarding appropriate actions from investigative report results.
  • Manage and maintain case database to generate reports regarding complaints received or processed and identify patterns in the data.
  • Utilize collected data to predict trends to effectively evaluate legal sufficiency district policies and procedures. Develop metrics and dashboards to track progress and report on the effectiveness of EEO and ADA initiatives.
  • Develop and manage the budget for the EEO and ADA compliance program. Allocate resources effectively to support compliance initiatives and training programs.
  • Other duties as assigned.


EXPERIENCE Minimum of five years of experience in human resources with at least three years in a manager or higher role, focused on issues of legal compliance and investigations. OR 3 years as a practicing attorney or legal advisor focused on human resource, civil rights, or ADA/EEO.


EDUCATION AND TRAINING Bachelor's degree required.

KNOWLEDGE, SKILLS AND ABILITIES Skill in interpreting applicable federal and state laws and District policies and procedures. Skill in researching information, organizing material, and presenting results in oral and written form. Skill in applying data collected to resolve problems. Skill in formulating recommendations, proposals, and counter proposals. Skill in preparing and presenting effective written and oral reports, recommendations, district policies, and procedures. Ability to maintain confidentiality of information secured in work environment. Ability to prepare trainings and presentations to a broad range of audiences.


SPAN OF CONTROL This position advises administrators and act as the subject matter expert in general non-discrimination issues and interpretations of other applicable statues and their practical applications. They may also collaborate with and direct the work of a workplace investigator.

Ability to effectively communicate and collaborate with other teams. Ability to manage time and priorities to meet deadlines.
