About the Role - The contractor shall designate the function of the Quality Assurance Manager that shall perform in-depth improvement analysis as well as coordinate efforts associated with the identification and recording of problems, known errors, and root causes. Additionally, the position shall be responsible for managing all quality initiatives in support of the ESD (Enterprise Service Desk).



Responsibilities -

  • Provide oversight and management of the contract in three key areas: Continuous service improvement, quality control, and data analysis. The QAM assists the government with assuring consistent quality of services, products, and solutions provided by the OCIO. This oversight includes contributing information and analysis to strategic plans and reviews; preparing and completing action plans; implementing production, productivity, quality, and customer-service standards; identifying and resolving problems; completing audits; determining system improvements; and helping to implement change to move DOL closer to best-in-federal-service.
  • Serves in the capacity of Deputy Program Manager (DPM). Must be able to act as the Program Manager (PM) in the absence of the Program Manager. Should have demonstrated experience as the DPM on a 75+ FTE contract or as the PM on a 30+ FTE contract.



Qualifications -


Minimum Required Experience:

  • 5+ years of proven experience as a quality assurance manager or in a related role.
  • 3+ years of successful professional experience working in roles such as continual service improvement, quality control, design, or data analysis.
  • Thorough knowledge of methodologies of quality assurance and standards.
  • Excellent numerical skills and understanding of data analysis/statistical methods; and Excellent communication skills, written and spoken. Including the ability to present to diverse audiences.


Minimum Required Education and Certifications:

  • A Bachelor's Degree in Information Systems, Computer Science, Engineering, Business, or a related field.
  • ITIL 4 Foundation; or ITIL 3 Foundation, must upgrade to ITIL 4 Foundation within 1 month of contract award.
  • A Quality Assurance certification (e.g., American Society for Quality, Six Sigma Black Belt, Lean Six Sigma Black Belt, or similar).
  • Program Management Professional (PMP) Certification
