Job Title: Director of Pharmacy

Department: Pharmacy

Reports to: Chief Executive Officer

 

Scope of Position

 

As Pharmacist

Interpreting prescription orders, packaging, labeling, dispensing, administering and distribution of drugs and devices; accepts full responsibility as Pharmacist-in-Charge while on duty or as assigned as defined in Ohio Board of Pharmacy statutes, plus applicable DEA,340B and other accreditation requirements

 

As Administrator

Responsible for representing the pharmacy department in assigned organizational tasks and meetings and collaborating with other departments (HR, Informatics, Directors, etc); responsible for the administrative oversight of all Compassion Health Toledo (CHT) pharmacies to assure compliance with regulatory, accreditation and funding agencies and CHT policies and procedures; responsible for the oversight of purchases of all drugs, supplies and pharmaceuticals used in all pharmacy areas at all sites; oversees daily operations in pharmacy department; and serves as a subject matter expert for software programs used in the pharmacy.

 

Completes all directives and ensures compliance with all laws relevant to pharmacy practice (DEA, Board of Pharmacy); adapts and implements policies and procedures to comply with changes in laws, accreditation standards (HRSA, 340B), in compliance with current legal requirements. The position requires extensive communication with team members in the pharmacy department and various other departments. Ultimately responsible for supervisory duties, education and motivation of individuals within the pharmacy department.

Equipment/Machinery Used in Position

Computer, keyboard, phone system, all-in-one printer/copy machine/scanner/fax, graduated cylinders, calculator, other office equipment.

 

Health/Safety Considerations of Position

  • Exposure to infectious and contagious illnesses

•     Exposure to drugs and chemicals: pesticides

•     Must utilize universal precautions in clinical or exposure situations as prescribed by federal, state, and local guidelines and/or law

•     Exposure to violent, irate patients


 

Primary Responsibilities and Specific Duties

Pharmacist Duties:

•     Collaborates with providers on medication management.

•     Ensures QRE’s are properly reported.

•     Participates in site meetings to address patient care and operational requirements, including one-on- one communication.

•     Interprets, fills and verifies prescriptions.

•     Counsels patients on medication usage.

•     Monitors drug therapy in conformance with OBRA Act.

•     Performs medication review and recommends alternative therapies as appropriate.

•     Responsible for medications received, drug storage, inventory control, pricing and record maintenance.

•     Properly handle and process expired and returned medications.

•     Supervises staff and workflow processes.

•     Maintains professional and business practice standards.

 

Administrative Duties

Supports CEO/CMO/COO in responsibility for daily and administrative activities of pharmacy department.

•     Supports CEO/COO/CMO in maintaining responsibility for financial requirements of pharmacy, including purchasing, payroll, and capital improvements.

•     Supports CEO/CMO/COO in handling of pharmacy department reporting, auditing, regulatory and compliance requirements. Ensures 340B, HRSA and related compliance and optimization strategies for the department and/or organization.

•     Develops and maintains Key Performance Indicators (KPIs) dashboards.

•     Develops and maintains pharmacy procedures, operational controls, and workflows to ensure quality and maximize pharmacy and organizational metrics.

•     Participates in center, provider and administrative meetings regarding pharmacy operations and updates, including but not limited to Quality Improvement Committee.

•     Meet regularly with providers, medical staff, office staff to keep them updated on pharmacy operations, updates, pricing changes, drug availability, etc. when requested or necessary.

•     Participates in new hire orientation and provides new provider onboarding or their designee.

•     Provide supervision and development of pharmacy staff.

•     Maintains oversight of pharmacy software systems, including pharmacy pricing, inventory, and billing systems.

•     Stays current with pharmacy industry changes and trends to identify threats and opportunities for business development.

•     Maintain external vendor relationships and execute necessary contracting requirements for PBM enrollment, software development and upgrades, and related tasks.

•     Review and approve travel expense reports

•     Perform other duties as assigned or necessary

 

QUALIFICATIONS

Education

•     Graduate of an accredited college of pharmacy.


Experience

•     Minimum of seven years of outpatient pharmacy experience required.

•     Minimum of five years of outpatient pharmacy supervisory experience required.

•     Minimum of three years of outpatient pharmacy 340B, FQHC, and HRSA experience preferred.

 

Certification/Licensure

·      Current valid Ohio pharmacist license required

·      340B University On-Demand certification within 90 days of hire required

·      340B Advanced Operations Certificate Program (340B ACE) preferred

•     Regular attendance at various meetings as assigned or requested, including but not limited to Quality Improvement Committee (QIC), Retention Committee, Operations/Directors meetings and other special project meetings.
