Budget Analyst
The Energy and Security Group (ESG) is looking to hire a talented Budget Analyst to support Planning, Programming, Budgeting, and Executing (PPBE) requirements for the Department of Defense. Work under this contract will be performed primarily in the Washington, D.C. area. ESG’s headquarters is located in Reston, VA.
Job Description
The Budget Analyst will work closely with a small team of analysts and researchers to coordinate and review contracts, costs proposals, and statements of work (SoW) related to various DoD studies programs. Activities include providing budget briefings on various financial programs; participating in Mid-Year Review and Year end Closeout data calls; preparing and amending funding documents and spend plans; and organizing budget meetings. Proficiency in various financial management systems, such as, Defense Agencies Initiative (DAI), Dormant Account Review-Quarterly (DAR-Q), G-Invoice System, Resource Management System, and the Research and Development Test and Evaluation (RDT&E) Exhibit System is necessary. Specific duties are as follows:
• Serve as the liaison between the budget team and the client.
• Provide financial management support for the PPBE cycle.
• Coordinate and review contracts, cost proposals, and statements of work (SoW).
• Provide budget briefings to key stakeholders on various DoD financial programs.
• Prepare and amend funding documents and spend plans.
• Participate in mid-year review and year end closeout data calls.
• Organize various budget meetings.
• Prepare various executive level reports.
• Prepare and maintain technical documentation.
Required Qualifications
• BS in finance, accounting, business, or relevant field.
• 5+ years' budgetary / financial management experience in support of industry/government.
• Excellent verbal and written communication skills.
• Proficiency in operating various financial management systems, such as, Defense Agencies Initiative (DAI), Dormant Account Review-Quarterly (DAR-Q), G-Invoice System, Resource Management System, and the Research and Development Test and Evaluation (RDT&E) Exhibit System.
• Strong problem solving and analytical skills.
• Team player attitude.
• Ability to obtain a DoD Common Access Card (CAC).
• Active DoD Security Clearance (Secret).
Desired Qualifications
• MS in finance, accounting, business, or relevant field.
• 10+ years' budgetary / financial management experience in support of industry/government.
• Experience supporting R&D projects.
