This role is pivotal in ensuring the effective delivery of Behavioral Health Programs and Medicaid services to survivors of violence, abuse, and offenders (domestic violence, sexual assault, human trafficking, stalking, gang violence, and more). The CSP oversees all aspects of the Behavioral Health Division with five key directives: Division/Organizational Planning, Medicaid Implementation, Community Outreach, Staff Development, and Direct Services.


***This role reports to the Zion, IL location, and travels throughout the Lake County area as needed.


Responsibilities:


Division/Organizational Planning

  • Design, implement, and evaluate all programs to meet the community's needs, survivors of abuse & violence, and individuals impacted by behavioral health issues in alignment with the mission of a recognized 501(c)(3) nonprofit organization.
  • Collaborate with the CEO and relevant stakeholders to develop annual departmental goals, analyze needs, and create and implement new behavioral health service plans, ensuring alignment with the agency’s strategic plan, funding objectives, and program requirements.
  • Develop and implement business strategies to assist the organization in realizing its goals, including the full roll-out of Medicaid and third-party insurance plans.
  • Ensure timely and accurate billing of Medicaid and third-party insurance services, maintaining compliance with legal policies, guidelines, and standards.
  • Create and revise policies and procedures necessary for quality comprehensive behavioral health services, ensuring adherence to professional standards and best practices.
  • Ensure the agency's policies and procedures are adhered to when working with clients and supervising staff, maintaining organizational integrity and compliance.
  • Strengthen and improve the behavioral health department and the teams under the division to ensure programs and Medicaid efficiency that includes but is not limited to implementing electronic medical records, collaborative/concurrent progress notes, program protocols, and more.


Medicaid Implementation

  • Leads the division in planning, developing, and implementing Medicaid and 3rd party insurance. Within the Behavioral Health Division and other departments as needed.
  • Runs clinics and conducts UR reviews to be in full compliance.
  • Creates checks and balances to ensure charts are being done based on Medicaid requirements.
  • Meets and regulates Medicaid revenue goals yearly.


Community Outreach

  • Coordinate outreach efforts for behavioral health services, building rapport and networking with area agencies to enhance service accessibility.
  • Participate in grant writing and fundraising efforts to secure funding for programs and services, advocating for clients' needs and supporting the organization's sustainability.
  • Represent the agency at various external network meetings, building relationships and partnerships to enhance service delivery and community engagement. This includes serving as an alternate delegate to the Illinois Coalition Against Domestic Violence.


Staff Development

  • Provide leadership, mentoring, and supervision of the Behavioral Health Services Department and support for staff development and training, fostering a culture of continuous learning and professional growth.
  • Coordinate, supervise, and evaluate all program activities, ensuring alignment with the needs of victims/survivors of domestic violence.
  • Maintain ongoing evaluations of behavioral health services staff to ensure the achievement of departmental goals and hold staff accountable for performance.
  • Conduct and attend staff meetings, training sessions, and other meetings as requested, contributing to a collaborative and supportive work environment.
  • Support the Outreach/Education Coordinator to interview interns for behavioral health service positions, supporting the recruitment and development of future professionals.
  • Recruit, screen, hire, and evaluate program coordinators, directors, and therapists, ensuring a skilled and effective team.


Direct Services

  • Allocate 10% (approx. 5 clients) of time to direct client service hours, providing essential support and intervention to clients.
  • Complete required training such as IM + CANS and 40-hour Domestic Violence training to enhance skills and competencies in serving clients effectively.
  • Utilize a solution-focused therapy approach to effectively engage with and support clients in achieving their goals.
  • Serve as a connection between clients, their families, and additional care staff, facilitating effective communication and coordination of care.
  • Attend and participate in multidisciplinary team case reviews to coordinate service delivery and ensure collaboration and integration of care.
  • Act as an advocate for clients with legal, medical, behavioral health, welfare, housing, educational, and other services as needed, ensuring their comprehensive needs are met.


Qualifications:

  • Master's degree in a relevant field (e.g., Social Work, Psychology, Counseling).
  • Full licensure required (e.g., LCSW or LCPC).
  • Minimum of 5 years of experience in program management, behavioral health, or related roles.
  • Extensive experience with various insurance providers, including 3 + years of Medicaid billing.
  • Demonstrate the ability to effectively lead and manage a team, ensuring cohesion and alignment with organizational objectives.
  • Proficiency in developing and implementing strategic plans to achieve programmatic goals and objectives.
  • Experience cultivating partnerships with community organizations and stakeholders to enhance program effectiveness and reach.
  • Sound understanding of ethical and legal considerations in providing behavioral health services, including adherence to confidentiality and privacy regulations.
  • A proven track record of successful volunteer recruitment and management, with the ability to inspire and engage individuals from diverse backgrounds.
  • Commitment to ongoing professional development and staying abreast of best practices and emerging trends in behavioral health and domestic violence intervention.
  • Ability to navigate and comply with relevant regulatory requirements and standards governing behavioral health programs.
  • Experience in developing and delivering training programs for staff members and volunteers, enhancing their skills and competencies in supporting survivors of domestic violence.
  • Strong analytical and problem-solving skills, with the ability to assess program effectiveness, identify areas for improvement, and implement necessary changes.
