The El Paso County 911 District is a special purpose district established by the voters in 1987, dedicated to maintaining and administering the 9-1-1 system in El Paso County, Texas. Our services support local public safety entities in delivering essential services to our communities.


Role Description

This is a full-time on-site role for an Application Administrator at the El Paso County 911 District in El Paso, TX. The Application Administrator will be responsible for day-to-day tasks such as providing application support, system administration, troubleshooting, and technical support for critical systems.


Key Responsibilities:

Application Administration - Manage and administer public safety applications, including but not

limited to Computer-Aided Dispatch (CAD) systems, Records Management Systems (RMS),

Emergency Notification Systems (ENS), and related Automatic Programming Interfaces (APIs).


Public Safety Communications Technical Support - Support and maintain critical communications

infrastructure, including all systems in the emergency response network. Ensure compliance with

relevant regulations and standards (e.g., NIST, CJIS). Provide support for end-user issues, including

troubleshooting hardware and software problems.


Configuration and Maintenance - Configure and maintain application settings, parameters, and

integrations to ensure optimal performance and functionality.


Security, Compliance, & Continuous Learning - this role requires implementing and enforcing

security measures, access controls, and compliance standards to protect sensitive data and

ensure regulatory compliance. This ensures the organization's applications are up-to-date, secure,

and compliant with industry benchmarks. stSying current with technology advancements and

industry standards is crucial. This involves monitoring emerging trends, participating in training

sessions and industry events, and staying informed about regulatory changes.


Monitoring and Troubleshooting - Monitor application performance, troubleshoot issues, and

coordinate with vendors or internal teams for resolution as needed.


Backup and Recovery - Develop and execute backup and recovery plans for applications to

minimize downtime and data loss in case of failures or disasters.


Documentation and Training - Create and maintain documentation, user guides, and training

materials for applications to facilitate user adoption and knowledge sharing. Administer the

change control process to ensure that all modifications to applications are documented, reviewed,

and approved before implementation.


Collaboration - Collaborate with IT teams, public safety personnel, and internal/external

stakeholders to identify requirements, implement enhancements, and support ongoing system

improvements.


Performance Optimization - identify opportunities for performance optimization, scalability

improvements, and technology upgrades to meet evolving public safety needs.


Emergency Support - Provide on-call support and respond to emergency situations or critical

incidents a􀆯ecting public safety applications outside of regular business hours.

Qualifications:

Minimum Requirements & Experience:

 Bachelor's degree in Computer Science, Information Technology, or related field.

 3 years experience as an Application or IT Administrator, preferably in the public safety

or emergency services sector.

 Proficiency in administering and troubleshooting enterprise and or public safety

applications such as Computer Aided Dispatch Systems, Records Management

Systems, Interfaces, APIs, and familiarity with cloud-based technologies.

 Experience with database management systems (SQL Server preference)

 Experience with various operating systems

 Soft skills - excellent problem-solving and analytical skills; strong communication and

interpersonal skills; ability to work independently and as part of a team.

 Relevant work experience and other training may be considered in lieu of the minimum

requirements.
