Position Summary:
The Purchasing Manager oversees an expenditure base of $20-$30 million per year for materials and/or services to support the purchasing program for our North Carolina manufacturing and warehousing operation. This position is responsible for source selection and procurement functions directly associated with Charter’s needs for indirect materials and services, and production materials and services. These products and services are to be secured at cost, quality, and delivery competitive levels consistent with company policy and performance standards. The position is further responsible for the timely planning and scheduling of receipt and inventory control of the products and services as assigned consistent with ERP software and business requirements.
SUPERVISORY RESPONSIBILITIES:
Ø Hires and manages the Purchasing staff as needed.
Ø Oversees the daily workflow and schedules of the department.
Ø Conducts performance evaluations and performance management goal reviews that are timely and constructive.
Ø Handles hiring, mentoring, developing, discipline and termination of employees in accordance with company policy.
Duties/Responsibilities:
Ø Initiates purchase orders and amendments for parts, services and/or special tools; arranges for submission and inspection of sample products as required; maintains close coordination with plant engineering, quality, and management to ensure timely execution of product and services sourcing activities.
Ø Secures and analyzes actions, negotiates prices and terms with suppliers, and recommends suppliers with respect to cost, quality, and delivery competitiveness for assigned responsibilities.
Ø Interviews and confers with current and prospective suppliers to determine supply capabilities; negotiates prices and delivery terms.
Ø Drafts, explains, and implements instructions, policies, and procedures for purchasing and contract management.
Ø Coordinates material planning to support production schedules
Ø Coordinates quality matters and engineering changes/developments between company and suppliers.
Ø Visits suppliers' facilities to qualify them as new sources and assists in the resolution of production, design, quality and/or delivery challenges.
Ø Prepares and presents market conditions.
Ø Other related initiatives.
Qualifications/Requirements:
Ø Bachelor's degree preferred with emphasis in business administration, economics or engineering with a minimum 3-5 years of progressively responsible purchasing and materials control experience in a manufacturing environment preferred.
Ø Understanding of business and management principles.
Ø Highly effective communication skills, the ability to handle multiple projects simultaneously in a fast-paced environment, and the capability to exercise independent judgment while problem solving.
Ø Strong Microsoft Office skills required.
Ø Excellent organizational skills.
Ø Able to communicate effectively throughout all levels of and organization\, both internally and externally.
Ø Able to collaborate with various departments and personnel as necessary.
Ø Good project management skills.
