POSITION SUMMARY:

Under the direction of the Engineering Manager, the Project Engineer requires a broad background in Engineering and an expanded knowledge of business practices. Responsible for assisting in the management of the Authority’s large Capital Program, including the design and construction phase. Works on the engineering design and construction project teams for the RTA’s Capital Improvement Program.

Capital Project management will require extensive contact with individuals both within the RTA and outside the Agency. Contacts will include the RTA’s Chief Executive Officer, Department Directors and Managers, consultants, contractors, federal, state, city, and local government officials. Requires extensive knowledge of maintenance and construction practices.


  ESSENTIAL FUNCTIONS:


• Work on the designs for construction and rehab projects for the RTA facilities.

• Exercises responsibility for the conceptual, preliminary, and final design, cost estimates for labor, material and equipment and the preparation of specifications for RTA projects.

• Assistance and/or leadership in Project Management on various concurrent projects.

• Exercises responsibility for the construction and procurement of equipment, rolling stock material required for Capital Projects. This includes project management, construction management and coordination with Governmental agencies and RTA operating departments.

• Involved with Planning and operating departments in project definition (scope and objectives) determination of program feasibility, long-range capital goal establishment, planning and scheduling.

• Involved in Evaluation Committees for the Procurement department. May also be requested to attend committee meetings as a technical advisor.

• Maintains adherence to all appropriate engineering standards and the administration and adherence to FTA, EPA and OSHA rules and regulations.

• Establishes and enforces engineering standards for use in all operating departments.

• Estimates the consultant, contractor and force account labor, materials, and project management costs for capital projects.

• Assists in development of Capital Budget and monitors budget expenditures to ensure that projects remain within budget.

WORKING ENVIRONMENT:

Most work will be in a standard office environment or indoor facility. This position will require site evaluations and inspections where there may be some dust, dirt, loud noises, electrical power generation equipment, and electrical distribution equipment encountered.


PHYSICAL DEMANDS:

Some physical exertion will be required during inspections but no heavy lifting or prolonged exposure to the elements. Regular work outside of the office meetings, conferences, and inspections.


POSITION TYPE & EXPECTED SCHEDULE:

Full time, typically Monday through Friday 9am-5pm, some Saturdays and Sundays may be expected depending on workload.

REQUIRED QUALIFICATIONS:

  • Bachelor of Science degree in Electrical or Civil Engineering or related field from an ABET accredited institution with a minimum of 2 years' experience in design, planning, evaluation, and project management related to installation, maintenance, or rehabilitation of power systems, buildings, or related systems.
  • Ability to apply concepts such as free body diagrams, single line electrical diagrams, reading and analyzing construction plans, DC circuit analysis, engineering specifications generation and review.
  • Proficient with computer software systems including Excel spreadsheets, word processing (Word), e-mail (Outlook), Power Point, CAD software (AutoCAD preferred), Microsoft Project, any coding language (i.e., MATLAB, VBA, Python, C++) and basic accounting programs.


PREFERRED QUALIFICATIONS:

·        Master's Degree in Electrical, Civil, or Mechanical Engineering.

·        Six Sigma or PMP Certifications preferred.


ADDITIONAL INFORMATION:

This is a full time, exempt pay grade 17 position with an initial hiring range of $67,016 (minimum) to $83,770 (midpoint).
