POSITION SUMMARY:

Under the supervision of the Engineering Manager, the Capital Projects Engineer necessitates a comprehensive background in engineering along with a solid understanding of business operations. This role is accountable for supporting the management of the Authority's extensive Capital Program, which encompasses both the design and construction phases. Engages in engineering design and construction project teams for the RTA's Capital Improvement Program.

Management of capital projects will involve significant interaction with various stakeholders, including the RTA's Chief Executive Officer, Department Directors and Managers, consultants, contractors, and officials from federal, state, city, and local governments. A thorough understanding of maintenance and construction methodologies is essential.

ESSENTIAL FUNCTIONS:


• Collaborate on the designs for construction and rehabilitation projects for RTA facilities.


• Assume responsibility for conceptual, preliminary, and final designs, including cost estimations for labor, materials, and equipment, as well as the preparation of specifications for RTA projects.


• Provide assistance and/or leadership in project management across various concurrent projects.


• Oversee the construction and procurement of equipment and materials necessary for capital projects, which includes project management, construction oversight, and coordination with governmental agencies and RTA operational departments.


• Work closely with planning and operational departments to define project scopes and objectives, assess program feasibility, and establish long-term capital goals, planning, and scheduling.


• Participate in Evaluation Committees for the Procurement department and may be called upon to serve as a technical advisor during committee meetings.


• Ensure compliance with all relevant engineering standards and adherence to FTA, EPA, and OSHA regulations.


• Develop and enforce engineering standards applicable across all operational departments.


• Estimate costs associated with consultants, contractors, and labor for capital projects.


• Assist in the formulation of the Capital Budget and monitor expenditures to ensure projects remain within financial limits.

WORKING ENVIRONMENT:

Most work will occur in a standard office environment or indoor facility. This position will necessitate site evaluations and inspections, which may involve exposure to dust, noise, and electrical equipment.

PHYSICAL DEMANDS:

Some physical exertion will be required during inspections, but heavy lifting or prolonged exposure to outdoor elements is not expected. Regular work outside of the office includes meetings, conferences, and inspections.

POSITION TYPE & EXPECTED SCHEDULE:

Full-time, typically Monday through Friday, with some weekend work possible depending on project demands.

REQUIRED QUALIFICATIONS:

  • Bachelor of Science degree in Electrical or Civil Engineering or a related field from an ABET accredited institution, with a minimum of 2 years' experience in design, planning, evaluation, and project management related to installation, maintenance, or rehabilitation of power systems, buildings, or similar systems.
  • Ability to apply concepts such as free body diagrams, single line electrical diagrams, and construction plan analysis.
  • Proficient in software applications including Excel, Word, Outlook, PowerPoint, CAD (preferably AutoCAD), Microsoft Project, and basic programming languages (e.g., MATLAB, VBA, Python, C++), along with basic accounting software.

PREFERRED QUALIFICATIONS:

• Master's Degree in Electrical, Civil, or Mechanical Engineering.

• Six Sigma or PMP Certifications are preferred.
