This entails promoting health and safety, driving corporate HSE initiatives, conducting safety audits, managing to ISO 45001 standards, and assisting in managing environmental responsibilities to ISO14001 standards. The HSE Manager will need to work independently, be well-organized and flexible, and work in a fast-paced environment while maintaining high professionalism across functional roles.


  • Act as a competent Subject Matter Expert (SME) in HSE and Engineering by providing advice and guidance to site management. This includes participating in regular site HSE reviews, capital expenditure projects, and monthly Global HSE meetings.
  • Promote and develop a positive and mature HSE culture at the site through employee engagement activities.
  • Investigate employee concerns, HSE Incidents, Employee Observations, and Near Misses. This also involves developing, implementing, and following up on corrective actions and providing detailed feedback on findings. Provide expert advice on Engineering and HSE topics to enhance organizational capability.
  • Work with the site management team to progress safe working practices and engineering controls through the development of risk assessments and safe systems of work.
  • Support the evaluation of training needs and develop/deliver site-specific HSE training.
  • Ensure HSE and Engineering reviews are integrated into the site Management of Change process.
  • Manage external specialist HSE providers to ensure robust and timely management and assessment of key hazards/risks.
  • Carry out responsibilities per ISO 45001 and ISO 14001 standards.
  • Apply the HSE ISO Standards (ISO14001/ISO 45001) to Engineering practices.
  • Conduct Job Hazard Analysis (JHAs) and lead teams to perform this assessment.
  • Perform Hazard identification and Risk Assessments and implement risk mitigation controls.
  • Champion the safety program and actively participate in the HSE Committee.
  • Monitor Filtrona's Compliance Calendar and ensure compliance standards are met.
  • Coordinate the assessment for and assignment of personal protective equipment (PPE).
  • Assist in developing robust engineering and HSE controls to mitigate risks associated with the management of highly flammable liquid mixing and storage operations in accordance with OSHA, NFPA 30, and the NEC (Class I Division I & II Areas).
  • Maintain HSE databases in an audit-ready manner for various topics such as Hearing Conservation, Industrial Hygiene, Air Management.
  • Act as a liaison with governmental officials regarding the site’s Environmental Permits.
  • Conduct all work activity according to Filtrona's applicable Company Policies and Standards.
  • Solicit and provide ideas for eliminating waste, continuous improvement, and defect prevention.
  • Provide additional support activities as assigned.


Required Education/Experience/Skills:

  • A proven track record and shop floor, hands-on expertise
  • A minimum 7 years' experience in a Health, Safety, and Environment role in a manufacturing, chemical, and distribution environment
  • Bachelor's degree in a related field at a minimum, Masters preferred
  • Relevant professional qualifications and accreditations (e.g., ASP/CSP, CHMM, and others)
  • Knowledgeable on a wide variety of HSE Legislation (e.g., OSHA, VOSH, CAA, CWA, VADEQ, EPCRA, CERCLA, RCRA)
  • Knowledge and experience of undertaking accident investigations and machinery safety assessments
  • Experience in developing and undertaking internal HSE inspections and audits
  • Experience in developing and implementing site-level HSE improvement programs
  • Experience in developing and delivering effective HSE training programs
  • Experience working with Occupational Health providers
  • Familiar with the implementation and internal and external audit processes of HSE management systems (ISO 14001, ISO 45001)
  • Familiarity with radiation safety, hazardous waste management, NFPA 30 Flammable & Combustible Liquids, LOTO, and other applicable OSHA and EPA legislation.
  • Familiar with managing a site’s Air Permit in accordance with the Clean Air Act (CAA) for a Synthetic Minor (SM) emission source with Hazardous Air Pollutants (HAP).
