Description of Position: Serve as a combatant command headquarters level Missile Defense senior program analyst responsible for advocacy and developing requirements/operational needs across the Missile Defense Agency (MDA), Space Development Agency (SDA), and Services to include specialization in Ballistic Missile Defense, Advanced Threats, and Integrated Air and Missile Defense (IAMD) mission areas. Specifically serve as a Subject Matter Expert for the articulation and development of Capability-based Acquisition approaches, as well as Joint Capabilities Integration and Development System (JCIDS) processes. Performs substantive planning, advocacy, and requirements work in support of Trans-Regional Missile Defense (TRMD) initiatives across the Missile Defense Enterprise. Additionally provides expertise to sensor, data, command and control development, modernization, force management, and analysis to include integrating, coordinating, prioritizing, and advocating for USSPACECOM TRMD future concepts, mission capability needs, weapon systems development, support for emerging technologies, and IAMD architectures. This position requires external coordination with senior leaders at all levels in the Department of Defense (DOD), Joint Staff, Services, Agencies, and other Combatant Commands (CCMDs).


Position Duties/Responsibilities:

  • Support USSPACECOM in developing required Combatant Command Missile Defense System (MDS) products and assessing MDA’s MDS future investment strategies. Specific deliverables include: managing the Warfighter Involvement Process (WIP), defining MDS operational architectures, monitoring MDS development and testing activities, assessing baseline capability and configuration of MDS elements, developing MDS Capability and Utility Assessments, and participating in the Warfighter Capability Acceptance process.
  • Serves as an expert in developing weapon system requirements IAW DoD guidance, Capability-based Acquisition approaches, JCIDS processes, and emerging operational requirements. Resolves day-to-day funding and programming issues as they pertain to the execution of the current fiscal year budget and the programming of the Future Years Defense Program (FYDP) for missile defense systems. Evaluates impacts from the test and evaluation process for future capability development and applies those results to the requirements process. Participates in the development and makes recommendations for modifications to systems and programs around doctrine, tactics, and concepts of operations that support MDA, SDA, Services, OSD, and Joint Staff. Exchanges information on requirements, capabilities, deficiencies, and technology applications. Analyzes problems and makes recommendations on different approaches, which may provide a basis for better planning and assessment of TRMD operations.
  • Assesses weapon system budgets and delivery schedules of major programs and participates with management in understanding trade space during program review. Responsible for understanding Planning, Programming, & Budgeting System (PPBE), TRMD operational implications, provide advice on reprogramming of funds and funding levels due to cost, schedule, Congressional changes, or other program of record changes.
  • Establish, develop and maintain effective working relationships, and represent the Command at the highest levels of DoD, OSD, Joint Staff, MDA, SDA, other Combatant Commands, and other Departments of the national government.
  • Provide support to MDS governance structure via MDEB, JROC, TANK, and DMAGs.
  • Supports missile defense studies, assessments, and exercises, to include IAMD wargames, as requested by CDRUSSPACECOM and CJCS.


Key Skills & Abilities:

  • Subject Matter Expert in assessing effective military capability to detect, track, intercept, and defeat ballistic and hypersonic missiles in all phases of flight against all ranges of threats.
  • Knowledge of the Missile Defense Agency process to develop, deploy, and support a layered Missile Defense System. Expertise on CCMD touchpoints to achieve program goals and objectives and various methods of evaluating MDS major subprograms such as sensors, command & control, and weapons that contribute to the Department’s missile defense capabilities.
  • Exercises skill in designing, conducting, or managing comprehensive missile defense studies, evaluating solutions to strategic and contingency military operations, and making recommendations on substantive weapon programs.
  • Knowledge of the United States Space Command Component organization and responsibilities, and its relationships with other combatant commands.
  • Establishes and maintains the ability to communicate effectively both orally and in writing; research and negotiate complex missile defense issues; apply mature judgment in problem solving and maintain good working relationships.
  • Knowledge and experience in Joint and/or Space operations is highly desirable.


Qualification Requirements:

  • At least one year of experience at the next lower broadband/grade level (or equivalent) in performing major duties, as described above.
  • Missile Defense System weapon expert preferred, e.g., Aegis BMD, THAAD, C2BMC, Space-based sensors, etc.
  • At least 3 years of Combatant Command or Joint Staff experience, preferred.
  • Minimum 10 years experience working in the Missile Defense community, highly desired.

  • Requires the ability to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) Security Clearance. Position requires the ability to be accessed to Special Access Programs
  • Position requires drug testing
  • Occasional travel away from the regular duty location may be required.
  • May be required to work irregular duty hours including evenings, weekends, and/or holidays.
