Title: Superintendent of Engineering Operations- TNW

 

POSITION SUMMARY:

 

Responsible for coordinating and overseeing all aspects of TNW’s rail infrastructure to include but not limited to, budget planning and adherence, all facility maintenance, railroad track, switches, project management, and grant process start to finish. The Superintendent should review, recommend, and implement infrastructure needs and processes to maximize efficiency. The Superintendent should participate in the business planning processes essential to the railway’s success that meets customer expectations and company’s business objectives. The Superintendent should work to train and develop their direct reports to understand and ensure compliance with all provisions of 49 CFR Part 213 – Track Safety and Part 214 – Railroad Workplace Safety, and 49 CFR Part 237 – Bridge Safety. The Superintendent must demonstrate and adhere to the TNW Core Values, to ensure successful partnerships with customers and employees that result in continued success.

 

Reports to the Director of Operations & Infrastructure

 

Reporting Locations: TXGN Railroad (Gonzales, TX) and overseeing every TNW property

POSITION REQUIREMENTS:

 

Formal Education:

·        High School Diploma or equivalent

·        College degree or equivalent field experience preferred

·        Must be 49 CFR Part 213 (a), (b), and (c) qualified

·        Must be 49 CFR Part 214 qualified

 

Licenses and Certifications:

·        Current driver’s license without restrictions

 

 

 Experience:

   Required

·        Two-year Associate’s Degree in a related field or five years of relevant line and staff railroad experience

·        History of demonstrating safety of self, subordinates, and other co-workers

·        Knowledge of the structural components of railroad track and track structures

·        Physical ability to climb, inspect, recommend, coordinate, and oversee maintenance and repairs of track and track structures

·        Knowledge of operating hi-rail vehicles, backhoes, and other Maintenance of Way track equipment

·        Experience with installation of all types of track work

·        Advanced knowledge of Federal Railroad Administration (FRA) rules surrounding Track Safety and Railroad Workplace Safety contained in 49 CFR Parts 213, 214, and 237

·        Project Management skills with thorough understanding of construction and maintenance projects and ability to schedule the day-to-day work to complete projects in a timely manner. Adherence to schedules, budgets, and federal & state regulations

·        Must have the ability to accomplish tasks within the framework of a maintenance plan

·        Experience with Microsoft Office software applications

 

  Preferred

·        Experience in the development and implementation of successful safety initiatives

·        More than five years of relevant line and staff railroad experience

·        Supervisory and performance management experience

·        Prior experience of working with contractors

Availability:

·        Requires commitment to irregular work hours in support of the success of a 24/7 operation. Occasionally works extended hours and shifts, including nights, weekends, and holidays.

 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

·        Oversee Managers of Engineering and others who assist with the performance of track-related services

·        Schedules and coordinates with Managers of Engineering on track, crossing and switch maintenance work to be performed

·        Budgets and adherence to the budgets

·        Disciplines and rewards employees under his/her supervision

·        Assists in the performance of FRA-required track inspections and facilitates correction of defects. Accompanies FRA track inspector during inspections

·        Accompanies Rail Test Car during inspections

·        Prepares daily work reports and time sheets for Engineering Department

·        Ensures that all equipment (heavy and light duty) is inspected, maintained, and kept in a safe operating condition

·        Coordinates purchase orders for Maintenance of Way materials, machinery, tools, and safety items

·        Works in concert with private contractors on or about rights-of-way

·        Develops track repair cost estimates for Superintendent and private track owners

·        Ensures the safe operation and completion of all track-related capital projects

·        Responsible for the safe training, instruction, and motivation of direct reports

·        Suggests and implements changes in working conditions and use of equipment to increase safety and efficiency for TNW

·        Ensures effective employee relations. Provides employee coaching and development

·        Initiates or suggests plans to motivate workers to achieve work goals

·        Assists in investigation of incidents, determination of causes, reporting of findings, and implementation of corrective actions as necessary to prevent recurrence

·        Responsible for performance and reporting of efficiency tests

·        Ensures FRA Track Worker Safety procedures are followed

·        Ensures compliance with Safety and Operating Rules

·        Enforces rules and regulations provided by City, State, and Federal Government

·        Operates company vehicles (automobiles, pickup trucks, light trucks) in accordance with company policy

·        Performs other duties as requested by the Director of Operations and Infrastructure as necessary.

 

 

WORKING CONDITIONS:

 

·        May work within a shop environment but may also work in open rail yards and online

·        Must be able to work in all types of weather conditions

·        Good hearing and vision required

·        Must be able to sit and stand for extended periods of time

·        Manual dexterity and good hand-eye coordination required

·        Must be able to routinely lift objects weighing up to 50 pounds and occasionally lift objects weighing up to 75 pounds with assistance

·        Must be able to operate track switches and climb ladders

·        Must be able to walk and work on ballast and other uneven surfaces

·        Must be able to climb ladders and/or bridge girders to heights of approximately 50 feet and routinely work at such heights

 

 SPECIAL REQUIREMENTS:

 

·        Grant application process start to finish

·        Project management, to ensure projects are on track, finish on time and on/or under budget

·        Comply with all company and FRA safety procedures, policies, and rules, including wearing required personal safety equipment
