Serves as the leader for the Baltimore City Cancer Program, within the University of Maryland Marlene and Stewart Greenebaum Comprehensive Center (a partnership of the University of Maryland, School of Medicine and the University of Maryland Medical Center). Along with the Program’s Medical Director, plans, organizes, coordinates and manages all activities of the Program. Manages all fiscal, operational and human resources for the Program. The Program is grant-funded through the Maryland Cigarette Restitution Fund and the Breast and Cervical Cancer Program. The Program operates at a West Baltimore location, conducting outreach to the community and educating the community on breast, cervical and colorectal screening opportunities, providing “no cost” screening, diagnostic and treatment opportunities, when needed.

ESSENTIAL FUNCTIONS

  • In collaboration with the Program Medical Director, directs, supervises, coordinates specific functions and activities of Program. This includes strategies for community outreach and partnerships specific to community outreach activities, and coordination of client screening services i.e Federally Qualified Health Centers, UMMC ambulatory sites and community-based physician group practices.
  • Oversees all financial management issues for the Program to include grants management, authorizing and tracking purchases, capital purchasing and materials management, monthly review of financial statements against budget targets, and reviewing and revising employee funding profiles on a timely basis. Oversees all sources of funding to the Program (i.e. Foundation, Medical Center, and external Service Contracts). Interfaces with key department areas when required: Finance, Payroll, Purchasing, Research Administration, Cancer Center Operations.
  • With the Medical Director, strategizes improvements to, or expansion of, clinical programs.
  • Ensures that all service contracts are updated, and that Finance is billing for services rendered. Renews existing or creates new contracts after expiration.
  • Provides leadership to the Program on all personnel matters, including recruitment, professional development/training, discipline and retention. Complies with all personnel policies for the University, School of Medicine, Medical Center/System and FPI systems.
  • Posts and recruits for all positions for the Program. Ensures funding is available to recruit for positions. Verifies and/or finalizes all funding agreements for divisional personnel (e.g., PSC agreements with hospital, SGAs for grantors funding, MOCs for sponsored funding external to the department, etc.).
  • Collaborates with the Program’s Principal Investigators (PIs) and with the Medical System’s Grants and Accounting Administration, Research Director of the Cancer Center, and the School of Medicine Research Grants department to manage post-award expense reconciliation, to establish sub-awards and purchase orders, to compare funding profiles against approved research budgets, and to help PIs spend project monies in accordance with award notices. With PI and Medical System’s Grants and Accounting Administration, ensures appropriate close-out of projects and final report submissions.

EDUCATION and/or EXPERIENCE

  • Master's degree from accredited college or university in Business management or healthcare field; consideration also given for Nursing credentials
  • Minimum five years proven experience in health care
  • Minimum three years of experience in a management role, specifically handling business operations and HR issues
  • Strong PC proficiency
  • Knowledge of IDX or similar computerized billing system
  • Knowledge of ICD-10 and CPT coding
  • Understanding of payers to Maryland

Understanding of: FSC's and pay codes used in IDX; insurance plans, payor contractual requirements for the job; importance of compliance with all government regulations regarding billing.
