Primary Purpose

This position directs the safety management program and provides overall safety support and guidance to the organization. The Safety Manager coordinates with the Terminal Managers as well as Crossett leadership in crafting short- and longer-term strategies in building a culture of safety throughout the organization. The Safety Manager introduces and oversees systems and activities to maintain oversight of regulatory compliance status; provides training and professional development for management, drivers, maintenance and support staff; coordinates and manages the incident management process; conducts reviews and inspections of the safety management process; and monitors metrics and indices reflecting performance.

Scope

Reporting to the President, the Safety Manager provides support, direction and guidance to terminal managers across all regions (Eastern OH, Western PA and Western NY). The Safety Manager interacts with and directly influences the behavior, performance and knowledge base of company drivers and lease operators. The Safety Manager serves in a consulting role enabling management to address safety & regulatory issues affecting the organization.

Key Responsibilities

Overseeing and implementing the elements of Incident Management process including coordination of reporting, investigation, documentation and management of incidents, and claims

·        Review incident file contents for accuracy and documents needed

·        Gatekeeper for incident preventable decisions

·        Assure proper accountability is delivered for preventable incidents

·        Provide a comprehensive & accurate monthly report containing appropriate metrics

·        Provide monthly scorecards which include tactics and activities to proactively eliminate safety incidents

Ensuring compliance with state and federal regulations regarding transportation and workplace safety.

·        Monitoring driver qualification files and the hiring and selection process

·        Reviewing hours of service records for accuracy

·        Assuring DOT drug / alcohol program is compliant with regulations

·        Work with maintenance to assure PM compliance and demand maintenance are compliant

·        Meet all governmental regulations (DOT, OSHA, EPA and local) including EHS and environmental standard and reporting for all company owned or leased properties and physical plant.

 

 

Developing materials and conducting training for drivers in the implementation of the Safety Management Program

·        Assure in vehicle driver training is completed with every active driver

·        Assure vehicle inspection hands on training is completed with every active driver

·        Assure load and unload training is completed with every active driver

·        Assure all active drivers are trained in close quarter maneuvering principles

Mentoring the competency of managers in safety management practices, protocols and procedures

·        Conduct an overall DOT compliance course twice per year

·        Create and communicate the incident management protocol for terminal managers

·        Perform incident RCA-CAP training to all levels of the Organization

Conducting audits and inspections of private fleet and vendor practices to monitor compliance

·        Conduct DOT compliance audits

·        Institute a site self inspection protocol for all sites

·        Conduct maintenance vendor audits to determine maintenance compliance with FMCSR regulations

·        Conduct periodic inspections of 3rd party administration compliance with DQF, CSA & D&A program requirements

·        Conduct periodic inspections of company owned and leased properties and facilities to ensure compliance with OSHA and EPA regulations

Monitoring CSA Basic Scores to address trends and drive performance

·        Provide operations with CSA basic scores & reports

·        Oversee and monitor roadside inspection process reports

·        Maintain roadside inspection documentation

·        Coach terminal managers on roadside inspection issues

Primary Goals

1.     Zero Preventable Incidents

2.     100% compliance with DOT regulations

3.     Eliminate distracted driving.

Develop and enforce a strategy to reduce high risk behaviors.
