Contract Length: 9 months, with extension


Position Overview:

The Business Analyst will lead efforts to enhance the client's data management system, focusing on improving data tracking for Measurable Skills Gains (MSG) and Credential Attainment. This role also includes developing solutions, creating comprehensive plans, generating reports, and integrating the Pre-Employment Transition Services (Pre-ETS) system with the existing Vocational Rehabilitation system.


Required Skills:

  • 10 years of experience using formal requirements gathering methodologies
  • 10 years of experience developing business, functional, and non-functional requirements
  • 7 years of experience with Microsoft Office Products (Word, Excel, PowerPoint Visio and Project)
  • 7 years of experience developing Requirements Traceability Matrix
  • 7 years of experience with SQL, Excel, and data visualization tools.
  • 7 years of experience working to facilitate collaboration across the full range of executive, business, and technical resources
  • 7 years of experience with assisting testing efforts to include reviewing test scenarios for UAT and organizing users to facilitate effective tests
  • 5 years of experience as a Business Analyst, preferably in data management and reporting.


Preferred Skills:

  • 5 years of experience with PM methodologies and/or managing & tracking a project against a project plan
  • Experience working on state government projects/assignments
  • Bachelor’s degree in Business Administration, Information Systems, or a related field.
  • Business Analyst Certification (certification from an accredited organization like IIBA)
  • Knowledge of Vocational Rehabilitation programs is a plus


Duties:

  • Perform Business Process Reengineering (BPR) including assessment of existing business processes (As-Is Assessment), determination of future state (To-Be Assessment and Requirements), and Gap Analysis
  • Facilitate Joint Application Development (JAD) or Detail Design Sessions (DDS) facilitation
  • Document and update business process requirements and diagrams, review policies and procedures, and collaborate with business partners and IT administrators for final review.
  • Serve as the liaison between business partners and IT teams, including project managers and development staff, while effectively interacting with all staff levels, including senior executives.
  • Collect, analyze, and document business requirements, business rules, processes, and legislation and generate functional and system requirements documentation required for system development.
  • Involved in planning and coordinating overall testing efforts to include test plan, creation, and execution of test scenarios for system integration testing (SIT) and User Acceptance Testing (UAT).
  • Coordinate and execute the Training Plan, including developing training materials, quick reference guides, and standard operating procedure manuals.
  • Use specialized software for creation and management of system application documentation, tracking system changes, tracking reported bugs, creation of Test Plans, Test Suites, Test Cases
  • Ensure compliance with all applicable information technology policies and guidelines, security, and related standards.
  • Analyze business documentation to determine any necessary IT system or business process changes that are required.
  • Ensure timely escalation of issues and project risks, including compliance and IT service limitations, to appropriate management.
  • Interact and provide as needed updates/presentations/reports for Executive, Administrative and management staff.
  • Manage interpersonal and Team Building efforts for business partner staff.
