A NYC agency located in Long Island City, NY is looking for a dynamic team player who is highly motivated, organized, creative and detail-oriented to serve as a Senior Business Process Engineer for a Human Resources Business Operations Transformation project geared towards analyzing and optimizing HR Workflow processes which are paramount to improving efficiency, transparency, and agencywide communications across all Divisions/Business Units. Responsibilities include process documentation, process design, process optimization, process analysis, process reengineering, quality control, as well as identifying target areas for process automation and quality assurance.


Pay Rate Range: $59-$69.50 W2

Job Location: Hybrid in LIC, NY. 3 days onsite, 2 days remote.


Overview: The agency is embarking on a data modernization initiative to accelerate its data strategy. During the COVID-19 pandemic, data was the lifeblood of the agency’s response to making informed data-driven decisions and policies that directly impact New Yorkers' lives. These included operational data in our vaccination campaign at the Vaccine Hubs, distribution strategy throughout the city’s vaccine infrastructure, and health equity data breaking down lab tests, positive cases, hospitalizations, deaths, and vaccination rates by age, place, and race. The agency is embarking on a data modernization initiative to move from siloed and brittle public health data systems to connected, resilient, adaptable, and sustainable systems. This initiative is not just about technology, but also about putting the right people, processes, and policies in place.


The agency's modernization strategy focuses on key areas in data collection, storage, processing (including transformation, standardization, matching, and deduplication), data integration and exchange, data analysis, and data reporting and visualization


The DMI initiative will allow the agency to build up foundational technology capabilities within the Division of Information Technology. This includes increasing capacity, knowledge, and experience with Azure cloud technologies within the broader NYC cloud and cybersecurity infrastructure all within the context of public health.


Job Duties:

• In conjunction with a Human Resources expert, collaborate with the client's project management team, the Division of Information Technology, and all impacted stakeholders from Human Resources and other business units. agency-wide to drive root cause analysis and develop corrective actions and preventive measures.

• Conduct detailed proactive analysis and evaluation of existing Human Resources business processes and process changes, identifying areas for improvement in operational workflows and recommending appropriate business reengineering solutions.

• Create process maps and flowcharts to help stakeholders visualize and understand recommended process changes.

• Document system and data flow to recommend integration optimizations.

• Design and prioritize process optimization strategies to enhance efficiency, reduce time lags, eliminate bottlenecks, and improve the experience of Human Resources, Job Candidates, and Agency Staff.

• Track business process reengineering performance against identified opportunities and KPIs (both efficiencies and growth) in conjunction with HR and DIT executive leadership and project management team.

• Recommend priorities for process change implementation and training.

• Lead process validation activities, including protocol development, execution, documentation, and ensuring compliance with the client, City of New York, and other regulatory requirements.

• Creates reports to document process status and changes.

• Develop professional presentations to display gap analysis and recommendations to stakeholders, the Steering Committee, and other agency leadership as needed.

• Report progress, work plan, and roadblocks to the client's project team

• Stay up to date with the latest advances in process engineering technologies, methodologies, and best practices.

• Research and apply most current Human Resources Industry standards to modernize processes where appropriate


Qualifications and Requirements:

• Bachelor’s degree in Business Administration, Human Resources Management, Health Information Technology, Computer Science, or a relevant field.

• 5+ years of proven experience as a process engineer or change agent, including Human Resources reengineering projects

• Proven experience with projects using Human Resources Information Systems

• Skill in translating analytics and statistics to marketing-style presentations and documentation.

• Expert understanding of data flows, system flows, and software integrations.

• Strong knowledge of business analysis and process optimization tools and techniques

• Excellent analytical skills

• Proven ability to identify, assess, and solve problems.

• Proficient in process analysis, process modeling

• Excellent problem-solving and analytical skills with the ability to identify and resolve complex process issues.

• Effective communication and interpersonal skills to collaborate with cross-functional teams and stakeholders
