Position: Government Information Specialist NH-0306-03 (GS-12/GS-13 equivalent)

Location: United States Space Command - J0, Colorado Springs, CO

Description of Position: Oversee and manage the United States Space Command Freedom of Information Act (FOIA), Privacy Act (PA), and Civil Liberties (CL) programs.


Position Duties/Responsibilities:

  • Responsible for receiving, evaluating, and analyzing Freedom of Information Act (FOIA) requests from the public and ensuring thorough search for responsive records of the same within the command.
  • Review recommended exemptions for compliance with the FOIA. Maintain accurate records of request processing, coordinate with other DoD agencies, and update requestors as appropriate.
  • Advise leadership at all levels on Privacy Act requirements. Serve as primary of contact for personally identifiable information breaches, ensuring appropriate notifications and remediation.
  • Serve as information law paralegal, preparing draft legal reviews for attorneys reviewing FOIA requests before final action.
  • Maintain records and statistical data on FOIA and Privacy Act requests to draft USSPACECOM Quarterly and Annual Report submission to the Office of the Assistant to the Secretary of Defense for Privacy, Civil Liberties, and Transparency.


Key Skills & Abilities:

  • Advanced knowledge of Freedom of FOIA/PA/CL operations, processes; and skill in the application of Federal and public laws, DoD, Joint Staff and all military service specific regulatory requirements, principles, concepts and methodologies.
  • Skill in derivatively classifying information and properly marking classified documents; and knowledge of security practices for ensuring the safeguarding of CUI and classified national security information.
  • Skill in conducting interviews with supervisors and employees to obtain information about FOIA/PA requests for information to determine release/denial actions, and to decide whether to merge or purge content.
  • Advanced skill sufficient to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships with diverse groups and executive-level command management.
  • Ability to develop, integrate, and implement solutions to diverse, highly complex problems across multiple areas and disciplines; and develop plans and techniques to fit new situations to improve overall program and policies.
  • Knowledge of cybersecurity principles, operational impacts of cybersecurity lapses and organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation). Knowledge of risk management processes (e.g., methods for assessing and mitigating risk).
  • Ability to use Microsoft Office applications to draft and track documents and Adobe Acrobat software to redact and Bates Stamp documents.


Qualification Requirements:

  • Experience at the next lower broadband/grade level (or equivalent) in performing core privacy, civil liberties, and transparency tasks.


Conditions of Employment:

  • Must be a U.S. Citizen
  • Must be able to obtain and maintain a TS/SCI Security Clearance
  • Position requires drug testing
  • Occasional travel away from the regular duty location may be required
  • May be required to work irregular duty hours including evenings, weekends, and/or holidays
