Summary:

The primary purpose of this position is to serve as a Manpower Analyst at the Air Force Personnel Center (AFPC), a Field Operating Agency (FOA) of the United States Air Force (USAF) Headquarters.

Provides management advisory services for comprehensive manpower requirements issues; organizational analyses for two commands with a wide diversity of functions.

Responsibilities Provides strategic, programmatic, and technical guidance as well as seasoned consultative management advisory services throughout an entire HQ AF FOA organization on the effective use of Manpower programs to support goals and objectives that produce results to accomplish agency, SAF, and DAF missions.

Expert staff-level advice is provided on a wide range of command program areas involving issues such as organizational analyses, management advisory services, total force human capital budget and financial reconciliation analyses, process improvement, Program Objective Memorandum (POM) development and execution, military-civilian conversion actions, planned organizational Human Resource (HR) capital reductions, Base Realignment and Closure (BRAC) actions, and ARC manpower augmentation that include Voluntary Limited Period of Active Duty (VLPAD), Individual Mobilization Augmentation (IMA) positions funded by AF/REX, Military Personnel Appropriation (MPA) account portfolio reportable to AF/A1M and AF/A30, and Air Guard Reserve (AGR) program reportable to AF/REX.

Conducts, leads, and/or participates in studies and advisory consults to improve human capital programs and/or influence policy changes that typically involve long-range, highly complex, and often politically sensitive topics.

Designs comprehensive manpower and occupational studies characterized by boundaries that are extremely broad and difficult to determine in advance.

Performs program evaluation of a full range of manpower programs at DAF FOA level to develop and execute improvement/enhancement plans.

Reviews current and proposed DoD and AF directives and precedents for their applicability to manpower, SA and ARC functions across AFPC.

Provides program management support for manpower programs (i.e. A-76, support agreement, IDEA, Future Year Defense Plan). Provides technical expertise. guidance, analysis, and interpretation of regulatory and legislative requirements.

Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, programs and policy guides, and discussions with FOA supervisors, customers, and co-workers.

Communicates with personnel on full range of manpower programs, providing customers such as DAF program/functional Headquarters, AF/A1, AF/A3, AF/RE, SAF, MAJCOMs and DoD entities, with accurate and timely information.

Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.


SPECIALIZED EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.

Examples of specialized experience includes applying expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs; including management, planning, and measurement concepts, principles, practices, and methodologies currently in use by the Air Force, DoD, and private industry and in-depth knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS)

POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.


NOTE:

Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DoD and USAF management engineering principles, concepts, and methodologies including that of the manpower management advisory consultation and requirements process, and financial management directives, concepts, procedures, guidance, and policy.

Skill in planning and directing the conduct of comprehensive manpower and organizational analyses/studies of a wide diversity of organizations.

Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations.

Ability to move members of diverse groups towards ownership of their study objective without imposing personal bias. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures.

Skill in conducting reviews and analyzing and assessing manpower program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements.

Skill to communicate both orally and in writing and to establish and maintain effective and positive working relationships.

PART-TIME OR UNPAID EXPERIENCE:
Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.


VOLUNTEER WORK EXPERIENCE:

Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.
