Public Health Emergency Preparedness Program Manager I/II

The County of San Luis Obispo Health Agency is recruiting for a Public Health Emergency Preparedness (PHEP) Program Manager I/II.
The PHEP program oversees planning, training, drills and response for health and medical aspects of disaster events within the County's operational area, in collaboration with healthcare partners and other emergency management responders.
Other areas of responsibility for this position include adopting and implementing policies and standard operating procedures, overseeing committees such as the hospital preparedness program and writing and submitting State reports.
Under the direction of the Emergency Medical Services Director, plans, organizes and directs the operations, activities and services of the program; manages blended state funding; coordinates and directs personnel, resources and communications to meet identified County and public health service needs, and ensures effective and efficient program activities; supervises and evaluates the performance of assigned personnel.

This recruitment may be used to fill future permanent, substitute, limited term, and temporary positions, both full-time and part-time throughout the County.
The Ideal Candidate will:
Have strong experience in emergency preparedness
Be an excellent communicator, both oral and written, able to present clear and credible messages
Be a proven manager with skills in directing plans and operations, employee supervision, data gathering and analysis, fiscal oversight, developing partnerships and working collaboratively with public and private stakeholders
Possess excellent organizational skills and be astute at applying best practices
Minimum Qualifications
A combination of education, training, and experience resulting in the required knowledge, skills, and abilities.
An example of qualifying education and experience includes:
Program Manager I:
Graduation from an accredited four-year college or university with a bachelor's degree in a program related field. In addition, two years performing supervisory, administrative, analytical or fiscal work in a program related field.
Program Manager II:
One year of experience equivalent to Program Manager I.
