SUMMARY

The Health Program Analyst II (HPAII) is responsible for supporting the pre-release and court-based work for ODR's criminal court diversion programs, for the Los Angeles County Department of Health Services, Office of Diversion and Reentry (ODR). ODR's criminal court diversion programs include ODR Housing and Maternal Health. The ODR Housing program is a permanent supportive housing program serving individuals who are homeless, have a serious mental health disorder, and are diverted into services after being incarcerated in the Los Angeles County Jail. Clients in the ODR Housing program are referred to interim housing and assigned an Intensive Case Management Services (ICMS) provider, who works with the client as they transition from custody to community and on to permanent supportive housing.

This position will support the planning, implementation, and day to day pre-release and court program operations, and will work with county departments and community organizations to gain and ensure cooperation in achieving program goals and objectives. This position will work in close collaboration with multiple Department of Health Services departments, other County Departments, community-based organizations, and justice partners to execute program operations and achieve key objectives.

Currently, ODR has a hybrid work schedule with a combination of workdays in the office, in the field and remote. This may change at discretion of DHS.

ESSENTIAL FUNCTIONS of the Health Program Analyst II include, but are not limited to:
  • Act as the Analyst lead for one of ODR's criminal court hubs.
  • Serve as technical experts and consultants for the pre-release and court work of ODR's Criminal Court Diversion Programs.
  • Assist as an initial screener of referrals from attorneys - verifying clinical eligibility criteria and legal status.
  • Assist in implementation of policies and procedures, sets programmatic benchmarks, and collects and analyzes outcomes data.
  • Participate and engage with Justice Partners working within the Criminal Court Diversion population, including those working in the court, jail, and community.
  • Coordinate referral and screening of candidate for the ODR Housing program.
  • Work with justice partners to submit affidavits recommending candidates to be calendared for diversion suitability hearings.
  • Act as a liaison to Justice partners working within the criminal court diversion population, including those working in the court, jail, and community. Participates in studies of complex and difficult problem areas. Complete court documentation including progress reports, AWOL reports, and other court documentation.
  • In collaboration with ODR Physicians, join ODR's in-court advocacy for and treatment of ODR candidates and clients, including being present, as needed, in the court.
  • Review court documentation including progress reports, AWOL reports, and other court documentation.
  • Assist in preparing project reports including referral tracking, candidate screening results, and court outcomes.
  • Confers with administrators and with representatives of other jurisdictions and agencies to discuss new and ongoing programs and to exchange
  • Coordinates and collaborates with all project partners (e.g., Office of Diversion and Re-Entry, participating departments, contracted agencies, stakeholder groups) to ensure all elements of the projects operate in the most efficient and effective manner.
JOB QUALIFICATIONS

Minimum Education/Experience

A bachelor's degree or higher from an accredited college or university, preferably in Public Health, Public Administration, Business Administration, Healthcare Administration, Healthcare Management, Biostatistics, Epidemiology, Social Work, Community Development, Criminal Justice, Paralegal Studies, or a related field.

AND

Four (4) years in a highly responsible clerical and administrative experience in health care administrative operations for high-risk populations (e.g., homeless, justice-involved, mentally ill, substance use disorder or medically complex) - OR - (B) Researching, studying, and making recommendations to support health or social service programs or policy.

Preferred Education/Experience
  • Master's degree in Social Work (MSW), Marriage and Family Therapy (MFT), Clinical Counseling (LPCC), Public Health, Public Policy or related field strongly preferred.
  • Experience in program operations or program management.
  • Social work or direct service experience in community-based programs strongly preferred.
  • Ability to independently manage and implement program activities in coordination with ODR team.
  • Demonstrated experience building collaboration and partnerships among diverse stakeholders, e.g., government, community organizations and businesses.
  • Ability to coordinate day to day work among multidisciplinary teams (analysts, doctors, nurses, social workers, etc.) and service providers, including providing real-time problem solving and technical assistance as needed.
  • Strong synthesis, analysis and writing skills with ability to develop products, protocols, and reports.
  • Strong organizational skills, including an ability to manage multiple work projects simultaneously, track project details, and meet deadlines.
  • Strong technical skills with Microsoft excel and experience with database management (e.g., Electronic Health Record Systems) preferred.
  • Ability to attend meetings, provide training, technical assistance, and other job-related duties in locations throughout Los Angeles County and have reliable transportation to carry out essential functions.
Certificates/Licenses/Clearances
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Successfully clear the LA County Live Scan process.
  • Successfully clear the health clearance
