The following are the duties of this position at the full working level.

  • Provides expert advice and authoritative information to top management and program directors throughout the Service on a wide variety of highly complex, controversial, and sensitive program problems and issues. Conducts fact-finding and analysis and presents recommendations and conclusions.
  • Develops, initiates, and directs strategic planning activities for the recruitment and placement program; identifies long and short-term objectives, and formulates Service-wide program strategies for top management.

  • Serves as a lead or principal team member in planning, organizing, and directing team efforts in conducting major evaluations of Service-wide recruitment and placement program operations and other comparable studies. Researches, identifies, and develops criteria and procedures to conduct program evaluations and to measure program accomplishment.

If this position has promotion potential and you are selected at a grade level lower than the full working level, you may be non-competitively promoted to more complex duties and work more independently, as your career progresses.

Promotions are not automatic, and may occur after you have:

* performed at an acceptable level of competence; and
* demonstrated your ability to perform work at the next higher grade level.
