The Idaho College Savings Program is seeking an Executive Director for the Idaho College Savings Program. This announcement will be used to fill a non-classified position located at the Treasurer's Office in Boise, ID.

General Information:


The Executive Director (ED) is responsible for the daily oversight, administration and operations to carry out the strategic direction of the IDeal - Idaho College Savings Program as authorized in IC This includes but is not limited to legislative and legal compliance, marketing and communication, customer service, personnel management and budgeting.


Example of Duties:


Direct and oversee the development, structure, evaluation, and implementation of the Program's strategic goals and objectives to support the mission as defined by and in coordination with the Board.

Develop, implement and maintain compelling marketing initiatives, collateral, and digital platforms (in conjunction with partners and vendors).

Identify and develop programs and collaborative partnerships with governmental entities, employers, community organizations and leaders, to expand Program reach and service to Idaho families.

Develop, administer, monitor and coordinate annual operating budgets consistent with overall strategic objectives.
Manage Program staff including hiring, mentorship, development, review, and discipline.

Supervise vendor staff, including assigning work, setting priorities, creating procedures, and providing performance updates to ensure their appropriate direction, accountability and oversight related to the achievement of the Program's mission, strategy, and goals.

Monitor Program statistics and marketing metrics, as well as industry trends in growth, distribution and investments.
Develop and execute vendor contracts in consultation with the Board and legal counsel. Provide leadership and management on Program RFPs.
Develop and implement policies and procedures that ensure oversight of Program and lead to sustainability.
Ensure compliance with all applicable guidelines and regulations including internal financial controls, audit standards, and IRS regulations.

Facilitate communication among and between the Board, vendors, employees, legal counsel, account owners, beneficiaries, and outside entities interested in the Program.

Respond to or delegate response to all direct Program participant communications.
Develop, prepare, and present Program reports as needed by the Board, Legislature and other entities.

At the Board's direction, lead and manage the development of and advocacy of legislation to enhance the program as approved by the Board.

Provide information and training regularly to the Board regarding laws, Program objectives, performance, and strategic direction to enhance their ability to make effective and prompt decisions in all matters related to the administration of the Program.

Serve as the main subject matter expert and delegated spokesperson for the Program to the media, legislature, Program participants, national industry associations and general public.

Work with outside agencies such as Morningstar, College Savings Plan Network, National Association of State Treasurers, College Savings Foundation, on reporting data, questions, proposals and surveys in coordination with Municipal Securities Rulemaking Board (MSRB) and Financial Industry Regulatory Authority (FINRA).

Minimum Qualifications

Bachelor's Degree:
Accounting, Finance, Business Management or Marketing preferred.
Five years' experience in leadership working with multiple stake holders, inclusive of program design, delivery, performance, and evaluation.

Experience working closely with a board, or related work with committee or other decision-making or governing bodies, including regular communication with board.

Extensive experience and a high-level of professionalism in public speaking, written communication, and interactive listening.
Substantial experience interpreting and applying laws, regulations, rules and policies.
Experience developing and executing strategic Programs.

Knowledge, Skills, and Abilities:
Ability and willingness to make sound decisions on critical matters involving employees, customers, and strategic direction of the Program.

Ability to communicate and interact with officials in state and federal government and to work effectively with a wide range of constituencies in a diverse community.

Ability to read and accurately interpret complex financial and contractual documents, and federal and state statutes, regulations and rules.
Knowledge of federal and state tax laws and regulations with regard to Section 529 Programs.
Knowledge of multiple investments including domestic and international equity, securities, cash management, and alternative investments.

Project management experience to oversee multiple, simultaneous projects and programs, establish priorities, develop a course of action, implement/execute, analyze and evaluate results.

Board management experience, or related work with committee or other decision-making or governing bodies, including regular communication with board.
Typical office environment with considerable time in a sitting, stationary position.
Must be able to occasionally move about the office to retrieve files and documents.
Constantly operate a computer and other office equipment including typing and keying.
Frequently attend promotional activities in public areas such as conventions, fairs, and sporting events.
Must be able to frequently lift 20lb. boxes of promotional and trade show booth materials for event setup.
