Program Description:

TechnoServe is preparing for a global opportunity with USAID focused on transforming the local food processing sector in Feed the Future countries to provide for the greater availability of safe and nutritious foods. Building on TechnoServe's rich history in the food processing sector, the program will leverage the power of the private sector to create better nutritional outcomes for base-of-the-pyramid consumers and more profitable market opportunities for local farmers. This will be achieved by working with local food processing companies in priority USAID countries to support better business practices, more durable market linkages, and improved knowledge.

Job Summary:

The Deputy Chief of Party (DCOP) of Program Management and Operations is a key member of the senior management team. They oversee the rollout and delivery of country interventions as well all aspects of project logistics, procurement, human resources, finance, and administration to ensure seamless and efficient project implementation. They will be responsible for ensuring the program maintains financial targets while compliant with both TechnoServe and USAID rules and regulations.

This position requires close coordination with technical teams to align operational support with programmatic objectives and the strategic vision of the project. The ideal candidate will possess strong leadership skills, extensive experience in operations management, and a deep understanding of USAID.

Duties and Responsibilities:

  • Support the Chief of Party (COP) with day-to-day operational management of the project and support to enable effective delivery of activities towards meeting project deliverables
  • Oversee key operational staff and Country Leadership, among others.
  • Ensure effective oversight of project finances, including accurate tracking and recording of expenditures, financial reporting, financial planning, sub-partner financial reporting and payments, and budget forecasting
  • Support Country Managers as needed to develop responsive work plans to meet program targets and identify resourceful solutions to programmatic challenges
  • Work with the PD and KM Director and project team to ensure timely and accurate reporting of project progress
  • Support mobilization of new country buy-ins and activities, ensuring program compliance in all procurements and solicitations
  • Support coordination of key program management activities including work planning, recruitment, staffing, performance management, and staff capacity building
  • Participate in the project leadership team and contribute to strategic planning and project leadership discussions
  • Ensure that operations meet USAID and TechnoServe quality standards

Qualifications:

  • Bachelor's degree in international relations, economics, business, or other relevant degree, and at least ten years of professional experience in donor-funded program management; or seven years of work experience with a relevant master's degree.
  • Familiarity with USG regulations and USAID programming.
  • Strong budget management and financial analysis skills including proficiency in Excel.

  • Proven record of successfully managing complex development programs
  • Demonstrated excellence in project management, managing teams and operational aspects of development projects
  • Demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders.
  • Demonstrated ability to plan, monitor, and deliver quality assurance; familiarity with M&E frameworks
  • Innovative with proven ability to overcome obstacles and make independent judgment calls with limited supervision
  • Ability to work under tight deadlines while managing multiple tasks and activities
  • Ability to develop well-written, cohesive analyses and reports for different audiences
  • Detailed organizational and excellent analytical skills
  • Experience working in developing country context with strong communication skills and cross-cultural skills

Travel - International Travel requirement up to 30%
