Position Summary

Reports to the Texas Health Chief of Police. Serves as Police and Security force second-in-command and back-up to the Chief.

Shares responsibility with the Chief for the strategic direction and overall administration of the Texas Health Police and Security force, currently totaling more than 300 uniformed officers across the Enterprise with anticipated growth to more than 400 officers, to establish a robust physical security posture while maintaining a welcoming environment for THR patients, visitors, and staff.

Works closely with the hospital channel regional security directors to ensure the police and uniformed security force is an effective protective capability at the large number of wholly owned and joint venture Texas Health hospitals.

Assists the Chief to ensure the fulfillment of the legal, regulatory, and ethical responsibilities expected of a full-service, healthcare law enforcement agency.

Assists with planning, designing, implementing, and monitoring Texas Health system physical security policies, procedures, training, and programs in compliance with state of Texas and local regulations.

Assists the Chief in Responding to and leading the police and security response to critical incidents, interfaces with other local and healthcare police officials, and representing THR in law enforcement matters at the executive level.

Job Description
Oversees across the Enterprise the operational command of the Texas Health police and uniformed security force. Plans, implements, and evaluates the operational and administrative activities of the organization.

In close collaboration with the Security Directors responsible for leading the security programs for the hospital regions, corporate facilities, Texas Health Physicians Group clinics, Breeze urgent care locations, and the delivery of healthcare services in the community and patients' homes, formulates and applies new approaches and techniques for effective law enforcement, security, protection, and crime prevention.

Collaborates with the Security Directors responsible for the supporting programs and systems and technology to ensure that the organization if effectively equipped with the necessary capabilities to deliver superior risk-based protective services.

Identifies and analyzes the design of jobs, work processes, and workflows for the organization and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the police and security organization and the entire Enterprise.

Examines and monitors police and uniformed security officer staffing levels across the Enterprise.

Balances requests for service with resource availability using organizational key performance indicators and metrics to deliver superior risk-based protective services to constituents.

Modifies strategies and operational techniques as required. In consultation with the Chief, establishes enforcement priorities and policies based on risk data. Develops new programs and performs special assignments. Responds to violent physical encounters using the appropriate force necessary to achieve a lawful objective while maintaining professionalism.
Assumes command of the organization in the absence of the Chief of Police.

Serves at the discretion of the Chief on Texas Health Threat Management Teams, Critical Incident Response Teams, and other committees or panels as required, and liaises with public law enforcement, fire, and other public and private agencies and organizations as necessary.

Stays abreast of the latest developments, advancements, and trends in the law enforcement community. Participates in professional organizations and maintains certifications and licensure. Integrates knowledge gained into current work practices.
Plans, coordinates, and supervises the activity of sworn and non-sworn personnel with the organization. Selects, trains, schedules, motivates, and evaluates employees. Trains and evaluates work performance against Enterprise goals. Promotes growth and advancement of staff and ensures they receive opportunities to further their knowledge. Reviews and ensures the thorough investigation of complaints against the organization and individual police and uniformed security officers. Makes recommendations for disciplinary actions up to and including termination, to ensure the maintenance of discipline and order. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the area.

Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and local, state, and federal laws.

Strives to bring the organizational performance in line with industry best practices.

Seeks advice and guidance, as needed, to ensure proper interpretation and understanding of the law, policies, rules, procedures, and best practices.

Consistently maintains a professional, appropriate, and responsible relationship with Texas Health staff and contractors.

Actively participates in organizational training demonstrating proficiency in all required skills, such as the use of firearms, CPI, ACPI, etc.

Develops and monitors annual operational and capital budgets. Ensures the organization has the necessary funds to carry out the Enterprise-wide goals and objectives. Performs contract negotiations and ensures vendor compliance to contracts and statements of work. Develops and implements processes to efficiently utilize organizational resources and return the greatest value to the Enterprise. Provide reports and other information as necessary to explain resource utilization. Provides assistance in related areas and performs other duties, as assigned, to maintain a safe and secure environment.

Provides exemplary customer service to all individuals by demonstrating a willingness to be attentive, understanding, responsive, fair, courteous, and respectful.

Actively participates in creating and maintaining a positive customer environment. Represents the organization in Enterprise forums, and in collaboration with Brand Experience, public speaking appearances. Presents ideas, information, and justifications of organizational policies, procedures, and actions.
Education
H.S. Diploma or Equivalent Required
And
Bachelor's Degree Business Administration, Criminal Justice, Law Enforcement, Security or closely related field. Preferred
Masters Degree a Plus
Experience
8 Years law enforcement experience to include 4 Years Security or law enforcement management / supervisory experience with a Bachelors degree Required
or
10 Years law enforcement experience Required to include 4 Years Security or law enforcement management / supervisory experience with no degree Required
and
2 Years Healthcare or education security experience Preferred
Captain / Deputy Chief / Chief Experience a Plus
Licenses and Certifications
DL - Drivers License Class C and must be insurable Upon Hire Required

CPI - Crisis Prevention Intervention Training with in 30 Days Required
And
ACPI - Advanced Crisis Prevention Intervention Training with in 12 Months Required
And
Other Certified Health Care Protection Administrator with in 12 Months Required

Other Mental Health Peace Officer Certification with in 12 Months Required
And
CHEP - Certified Healthcare Emergency Professional with in 2 Years Preferred
TCOLE - Texas Commission on Law Enforcement Preferred
Skills
Must complete a personal history statement and psychological evaluation. May be subject to further written and/or oral pre-assignment testing/training.

Must be able to follow, practice and utilize the Peace Officer Weapons Standard and Qualification General Order to ensure the safety of officers, hospital staff, patients and visitors.

Must be able to demonstrate a working knowledge of customer-based Peace Officer management techniques. Must be able to deal with the public and fellow employees in a tactful and diplomatic manner. Must be able to make sound judgments. Must be able to testify in court to present case facts.
Pursuant to TCOLE Declaration of Medical Condition, Commission Rule c), a), e) new license applicants must complete both a physical exam and drug screen. Licensee Officers with more than a 180-day break in service need drug screen only.
Must possess the ability to physically defend and/or restrain people.

Must possess the ability to communicate with others in a clear, understandable, and professional manner on the phone and in person using the English language, and the demonstrated use of good verbal communication skills.

Must possess the ability to interact effectively with peers, executive and medical staff, department heads and staff in other departments, patients/families, vendors and other customers in a manner that represents Texas Health Resources positively.

Must be able to demonstrate effective management skills and techniques.
Must have good oral and written communication skills.
Must be familiar with hospital security regulatory agency standards.
Must be able to evaluate security systems and procedures.
