Position Summary: The Regional Director is responsible for developing relationships with state agencies, state trades and member plans and collaborating on all state legislative activities supporting the association's advocacy efforts. They monitor public policy issues and proposed legislation to formulate responses on its impact on clients and the industry. In addition, the Regional Director works to advance AHIP's legislative and regulatory agenda in assigned states and leads State Affairs' engagement in broader responsibilities as assigned. This position requires travel to assigned states as needed.

Essential Duties and Responsibilities
  1. Appears and advocates for AHIP interests before legislative bodies as necessary and appropriate, including the presentation of oral and written testimony.
  2. Consults with insurance departments concerning; rulings, interpretations of insurance laws and regulations, policy filing issues of an industry-wide nature, and any other insurance department proposals or actions relating to health insurance.
  3. Establishes and maintains strong, positive working relationships with legislators, regulators, and other state policymakers and their staff.
  4. Directs the activity of retained counsel in assigned states.
  5. Coordinates advocacy activities with all allied groups in assigned states, including member companies, state trade associations, coalitions, business and consumer groups, and others as appropriate.
  6. Works with State Policy members in utilizing AHIP policy in determining positions on specific state legislation and regulations, and develop timely communication with member plans.
  7. Assists with the preparation of agendas and supporting material, provides staff support for AHIP committees, subcommittees, task forces, workgroups, and AHIP Verticals as assigned, and leads discussions as appropriate.
  8. Represents AHIP to other state and national organizations as assigned.
  9. Serve on an interdepartmental AHIP Vertical and/or as state priority subject matter expert.
  10. Manages under the leadership of VP, State Affairs, and performs other tasks as required or assigned.

Minimum Education and Experience Required
  1. Bachelor's Degree and/or equivalent experience.
  2. Minimum of 7-8 years of legislative, regulatory, political, and public affairs experience, ideally with a focus on health care issues.
  3. Minimum of 5 years with trade associations.
  4. Minimum or 5 years of experience in the healthcare industry.
  5. Knowledge and familiarity with assigned states is preferred.
Other Qualifications
  • Detailed knowledge of state legislative and regulatory processes.
  • Detailed knowledge of health policy issues at the state level.
  • Strong understanding of influence structures within trade associations and other advocacy organizations.
  • Strong understanding of state political dynamics and their impact on policy.
  • Ability to conceptualize, analyze, and communicate complex health policy issues.

Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5:30 p.m.
