Summary

This position is located in the Research Department Veterinary Medical Unit (VMU) within the Chief of Staff Service Line at the VA Nebraska-Western Iowa Health Care System. The primary duties and responsibilities of the incumbent are to manage the Animal Care Facility; provide the optimum husbandry and healthcare to the research animals, essential operational and technical support in a wide variety of animal studies for all biomedical programs involving animal subjects.

Physical Demands: The duties performed require both regular and recurring walking, bending, and carrying of moderately heavy equipment (less than 50 pounds). The incumbent must be able to assist other personnel with the unloading of heavy feed and bedding bags and the pushing or pulling of very heavy stainless-steel mobile caging units (hundreds of pounds on wheels). However, much agility and hand-eye coordination are also required. For instance, surgical patients must be carefully prepped, and the sterile field of an ongoing surgery must be carefully avoided in cramped quarters. Also, much agility is needed for safely and securely handling small rodents as well as larger animals to ensure the safety of both the animal and the handler. On a regular basis, usually when other staff is absent, the incumbent will participate in cage changing and washing duties as well as general cleaning and sanitizing duties.

Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.

Major Duties:
  • Responsible for the organization, management, supervision, and oversight of the day-to-day operations within the VMU.
  • Provides technical and administrative supervision.
  • Coordinates purchases for all animal subjects, equipment, supplies, and services based on investigator needs and space availability within VMU.

  • Assists investigators with technical procedures involving operative and autopsy techniques, gross pathology techniques, special breeding or feeding methods.
  • Provides prescribed nursing and health care to animals; makes daily rounds to observe, evaluate and record progress of animal patients; updates and summarizes nursing care charts with concurrence of the Veterinary Medical Officer.
  • Recognizes and reports abnormal health and behavioral conditions. Properly collects a variety of biological substances for chemical, microbial or serological tests using proper techniques to obtain samples for culture, serology and analyses.
  • In conjunction with the VMO, advises and monitors investigators in the selection and administration of appropriate anesthetics, analgesics and tranquilizers to laboratory animals.
  • Establishes, monitors, and supervises husbandry practices.
  • Regularly monitors general health of animals. Detects signs of illness or abnormalities and reports findings to the VMO according to protocol.
  • Assists in the preparation of various reports and documents including the annual United States Department of Agriculture (USDA) report, AAALAC Accreditation activities, the Directors Annual Certification of Research Compliance and the VMU Station Administrator for the Veterinary Medical Unit Annual Report to the VACO Office of Research & Development.
  • Performs risk assessment of hazards in the VMU and incorporated them into the local protocol and program.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/11/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement.   • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized Experience is defined as knowledge in research animal husbandry and healthcare skill in applying a wide range of concepts, principles, practices, and methodology of biological sciences, with current knowledge of the Guide for the Care and use of Laboratory Animals OR,
  • Education: Two full years of graduate education or a master's degree. Graduate education meets the specialized experience only in those instances where it is directly related to the work of the position. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond one full year of graduate education. Graduate education meets the specialized experience only in those instances where it is directly related to the work of the position.
