Job Description


Working under the supervision of the Infrastructure Workforce Development Manager in the Office of Transportation and Infrastructure Systems (OTIS), the Job Coordinator will be responsible for establishing and developing strategic partnerships to connect apprentices and jobseekers with training and career opportunities in the construction trades.

The City of Philadelphia has been awarded hundreds of millions in federal grants and named a Workforce Hub by the White House to bolster and diversify the infrastructure workforce in Philadelphia.

The Job Coordinator will function as a bridge between recruitment sources, contractors, and compliance teams to proactively engage workers and contractors, conduct on-site visits, monitor compliance, and connect job seekers to opportunities.

This role is an opportunity to synchronize efforts among stakeholders to connect historically underrepresented populations into the infrastructure workforce in Philadelphia.

The Job Coordinator is a pivotal role that will involve partnering with various stakeholders at different levels, collaborating with contractors and unions, and facilitating career pathways for apprentices and workers.

The Jobs Coordinator will advance the Infrastructure Solution Team's goal of increasing representation among our infrastructure workforce to reflect the population of Philadelphia.

Essential Functions


Partnership DevelopmentAssist the coordination of various labor organizations and construction trades for referral and placement of apprentices and workers from underrepresented populations and select geographies in the City.


Develop a network of workforce development providers, pre-apprenticeships, Career and Technical Educators (CTEs), and other key partners to recruit and connect workers to employment opportunities with unions and contractors.


Contractor Coordination and AdministrationCoordinate resources for contractors to use in the recruitment and retention of apprentices and workers from underrepresented populations to increase worker diversity in the construction trades.


Assist business agents and contractors with implementation and documentation of good faith efforts to hire apprentices and workers for projects with local and economic hiring preferences.


Workforce Outreach and EngagementEstablish an outreach and recruitment strategy to increase the number of underrepresented apprentices and workers on public works projects.


Attend and organize outreach events including job fairs and information sessions to promote awareness of opportunities and attract talent from underrepresented communities.


Develop and maintain an updated database of candidates to match apprentices and workers with contractors who have hiring goals included on project contracts.


Supportive Services & MentorshipCoordinate referrals for apprentices and workers for supportive services, when appropriate (such as transportation assistance, dependent care, etc.) to ensure program completion and apprenticeship/employment retention.

Maintain accurate and updated apprentice and worker records, including training progress, delivery of supportive services, referrals, and retention.


Monitoring, Compliance, and Grant SupportPerform monthly job site visits to monitor and verify contractor compliance with apprentice and journey worker hours, supervision, and on-the-job training (OJT).

Conduct weekly check-ins with contractors to establish collaborative relationships and provide support and resources.


Collect, monitor, and analyze monthly data reports to ensure compliance with the City's databases for public works contracts (LCPtracker, ECMS, PHLContracts).

Support contractors in ensuring compliance and timely submission of local hire reports to the City.

Competencies, Knowledge, Skills and Abilities

Demonstrated experience supporting participant success from recruitment through employment placement.

Demonstrated experience identifying, developing, and maintaining partnerships with jobseekers and employers. Preference for experience working with building trades council and local unions to facilitate connections between workers and apprenticeship opportunities.

Demonstrated experience with workforce development training, pre-apprenticeships, apprenticeships and/or other work-based learning programs.

Experience with government contracting preferred.

Experience providing referrals for supportive services and public assistance programs.

Excellent communication, collaboration, and interpersonal skills and ability to cultivate strong working relationships with a variety of partners.

Ability to work in diverse environments including office settings, work sites, and conducting community outreach.

Excellent critical thinking and problem-solving skills.

Embraces the principles of cultural humility, cultural competency, and lifelong learning.

Ability to work independently and collaboratively within a team.

A high level of proficiency with Microsoft Office – including Outlook, Word, Excel, and PowerPoint.
