The qualified candidate will possess the ability to ensure security practices are maintained, manage supply chain risks, oversee life cycle cost estimates, evaluate supplier and product trustworthiness. This position will be primarily onsite, Monday-Friday during core hours (7:30am-6:00pm) in Alexandria, VA; Occasional remote work will be authorized (ex. inclement weather).

Responsibilities Include:

  1. Develop methods to monitor and measure risk, compliance, and assurance efforts.
  2. Perform needs analysis to identify business process improvement opportunities.
  3. Advise on project costs, design concepts, and changes.
  4. Provide cybersecurity and supply chain risk management guidance for Continuity of Operations Plans.
  5. Offer ongoing optimization and problem-solving support, recommending improvements and upgrades.
  6. Resolve conflicts in laws, regulations, policies, standards, or procedures.
  7. Conduct audits and evaluate IT programs, projects, and procurement effectiveness regarding security and supply chain risks, recommending improvements.
  8. Develop and document supply chain risks for critical systems.
  9. Ensure acquisitions, procurements, and outsourcing efforts meet information security requirements.
  10. Act as a primary stakeholder in IT operational processes, providing direction and monitoring significant activities.
  11. Coordinate and manage overall service delivery, ensuring SLAs and underpinning contracts are defined and monitored.
  12. Gather customer feedback and manage internal IT process relationships to foster continual improvement.
  13. Review service performance, address significant issues, and ensure corrective actions are taken.
  14. Balance and prioritize services to meet customer requirements, constraints, and objectives.
  15. Participate in the acquisition process, conducting import/export reviews, and developing supply chain and cybersecurity requirements for contracts.
  16. Identify and address cyber workforce planning and management issues.
  17. Lead budget, staffing, and contracting efforts.
  18. Draft and publish supply chain security and risk management documents.
Qualifications:
  • Ability to demonstrate recent experience in cloud security and guiding the secure implementation of cloud
    solutions and supporting the secure implementation of cloud native and emerging technologies (artificial intelligence, robotic process automation, etc.)
  • Demonstrate knowledge/expertise in the NIST RMF and Federal cybersecurity policy, standards,
    and guidelines. Experience supporting RMF activities, specifically at USDA is desired.
  • Demonstrate ability to explain technology and vulnerabilities clearly for a non-technical audience,
    and to synthesize information together from a variety of sources.
  • Ability to translate, track, and prioritize information needs and intelligence collection requirements across the extended enterprise.
  • Identify measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system.
Requirements:
  1. Bachelor's degree in cybersecurity, information technology or related field from an accredited college or university.
  2. Project Management Professional (PMP) is required.
  3. Certified Information Systems Security Professional (CISSP) and/or other equivalent
    cybersecurity certification(s) is highly desired.
