Under the direction of the Training and Exercise Program Supervisor, this position provides senior level professional emergency management coordination support.


The State Exercise Program Manager manages the State Exercise Program and supports local jurisdictions in building preparedness through the development of exercises.

Emergency Management Division Overview

d emergencies on the people, property, environment and economy.

EMD is a civilian division of the Washington Military Department and does not require military service affiliation.

Some of what you will do:

Provides program management for the Statewide Exercise Program to support the emergency management program.

Serve as the designated professional for providing emergency management expertise, support, leadership, and coordination of resources for Military Department staff involved in exercise preparedness activities.

Provides exercise technical assistance, subject matter expertise, and direct support to both internal and external stakeholders.
Oversees the exercise component of the State Preparedness System and ensures its alignment with the National Preparedness System.

Serves as State Exercise Officer for all FEMA-generated state exercise requirements and designated as State Agency Administrator (SAA) - Exercise Point of Contact (POC) for US Department of Homeland Security (DHS) grant program requirements.

Serves in the State Emergency Operations Center, when activated; and other duties as assigned.

REQUIRED
Two years of experience as an Emergency Management Program Specialist 2;

OR
A Bachelor's degree

AND


four years of professional level experience in emergency management, financial management (grants, contracting, claims management, budgeting), training/education, public information/affairs, program/project management, environmental analysis or planning, civil/structural engineering, legislative affairs, and/or urban planning.

Additional qualifying experience will substitute, year for year, for the education requirement. A Master's or Ph.
D. degree will substitute for one year of the experience requirement.

DESIRED

Experience:
Two years of applied experience in two or more of the following:

Program management.
Exercise design and development.
Exercise control and evaluation.
Training and education (managing, delivering, or assessing training and/or educational activities).

Knowledge of:
Emergency management, preparedness, and response activities.
Standards of exercise design, development, control, evaluation, corrective action, and program management.
Principles and methods for exercise design and project development.

Skills & Abilities to:

Manage programs or projects:

Coordinate, monitor and evaluate a project or program having a specific goal to be achieved within a specific time frame.


Design exercise programs:


Assess organizational shortfalls through conducting and evaluating exercises, after action reports, and developing improvement plans; evaluate effectiveness of exercises; and work with jurisdictions to test and validate plans.

Use Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, and Access) to develop documents in support of program objectives.

Compensation:
Wage/salary depends on qualifications or rules of promotion.

CONDITIONS OF EMPLOYMENT

Background Investigation:
Must successfully complete the appropriate background checks required for employment.

Must be willing to sign releases of information and shall not have access to any investigative materials and files.

The processing of background checks can take up to six months post-employment.

Failure to successfully pass a background check may be cause for termination.

Defense Biometric Identification System (DBIDS):

Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation.

Union Shop Provision:

Must meet requirements of the REAL ID Act.

This is required for base access and will be required upon hire.

Military Facility:
Willingness to work on a Military Controlled Access Installation.

Work Hours :


A choice between a Tuesday through Friday (4/10 schedule): Monday through Thursday (4/10 schedule): or Monday through Friday (5/8 schedule).


Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 4:00 pm.


Telework:
This position may be eligible for some telework.

The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need.

Reporting to the workstation for work activities or participating in-person meetings will be needed.

Emergency Assignment:


Full activation of the State Emergency Operations Center may involve a variety of threats to include supporting response missions to natural disasters such as earthquakes, floods, wildfires and pandemics.


Candidate must be willing to work overtime and may have to endure personal hardship and risk in order to support and serve the citizens of Washington State during times of crisis.


Travel:
May be required to work in an alternate location.

This may include extended overnight stays under austere conditions in geographically separate locations throughout the state.
