Summary

Department of Public Health – Seattle & King County's Needle Exchange Program is recruiting for a 0.65 FTE (part-time), term-limited temporary, Education Specialist who will work with a multi-disciplinary team that is responsible for daily operation of needle exchange services at two fixed sites as well as van-based delivery services.

This position reports to the Drug User Health Manager in the Public Health – Seattle & King County Needle Exchange Program.

Public Health Prevention Division, HIV/STD/Hep C program offers services and resources to decrease new infections and help those living with HIV, STDs, and HCV lead healthier lives.

Temporary opportunity. Term-Limited Temporary positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last for two years.

However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels.

As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long term funding sources.

Work Schedule
The typical work schedule is 26 hours per week including Saturdays and evenings with occasional holiday work as well. This position is .65 FTE and is Non-Exempt and is eligible for overtime.

Work Location
This position is based at the downtown Robert Clewis Center, 2124 4th Ave.

but the Education Specialist will also be scheduled to work out of our Capitol Hill and mobile locations (North and South King County).

Job Duties

Provide syringe exchange services for needle exchange customers.
Provide information and service referrals to outreach contacts, peer educators and needle exchange customers.
Conduct street and van-based outreach to engage persons who inject drugs in targeted communities.
Distribute accurate and culturally and linguistically appropriate education materials and information targeted to persons who inject drugs.
Train and provide on-going coaching and support for needle exchange customers on how to administer Naloxone.
Stock and maintain exchange supplies.
Ensure proper disposal of bio-hazardous waste.
Collect naloxone distribution data.
Participate in administration of surveys to persons who inject drugs.
Attend and participate in staff meetings.

Experience, Qualifications, Knowledge, Skills

Our ideal candidate will demonstrate the following (Minimum):

Experience in an urban social service setting or related experience with persons who inject drugs in a harm reduction setting.

Fluency in Microsoft Office applications (Outlook, Word, and Excel).

Valid Washington State Driver's License and the ability to drive a half-ton county van to locations in and outside King County.

Ability to lift 30-pound boxes over one's head.
Strong interpersonal skills and the ability to work effectively with a wide range of constituencies in a diverse community.
Experience resolving conflicts and defusing aggressive and/or violent clients.
Demonstrated skill in delivering harm reduction interventions to people who use drugs.
The most competitive applicants will have the following experiences and qualifications (Desired):

Demonstrated current knowledge of HIV/AIDS, STDs, hepatitis, and other blood-borne infections, particularly in relation to injection drug use; street life; slang vocabularies; drug use practices; harm reduction concepts and principles; local drug treatment; health care; and criminal justice systems and resources.

Demonstrated excellent communication skills with the ability to communicate complex information in a culturally appropriate, consistently respectful, and non-judgmental manner to a wide variety of audiences including people who may be drug impaired, mentally ill and/or angry.

Demonstrated ability to work independently following established protocols and policies and work effectively as a member of a team.
Demonstrated ability to carry out assignments and responsibilities reliably in a thorough, accurate, and timely manner.
